Senior executives from a major U.S. defense contractor toured China last month as part of their search for a foreign company to build a dry dock for U.S. Navy ships with the help of the chairman of the Senate Appropriations Committee. The trip raised eyebrows both inside the Pentagon and among experts who don’t believe a Chinese company should be involved in U.S. military-related projects.

The company Ingalls Shipbuilding is a division of Huntington Ingalls Industries which advertises itself as “America’s largest military shipbuilding company” and has built more U.S. Navy ships than any other military shipbuilder. Ingalls is based in Mississippi. The problem is it needs a new dry dock to build ships there and says there are no American companies that can do it. So Ingalls is looking abroad for help.

Last month senior Ingalls executives traveled to China for two weeks to visit several different ports. They also met with officials at the U.S. Consulate in Shanghai a meeting facilitated by a very powerful Mississippi lawmaker.

Patent offices receiving the highest number of applications in 2014 were China with 928177 filings followed by the US (578802) Japan (325989) the Republic of Korea (210292) and the European Patent Office (EPO 152662). If the current trend continues China’s State Intellectual Property Office (SIPO) is set to become the first office to receive a million applications in a single year. China (+12.5%) the EPO (+3.2%) the Republic of Korea (+2.8%) and the US (+1.3%) saw growth in 2014. Japan recorded a 0.7% decline.

You guys are all wet. First of all this is not the first time a major US shipbuilder purchased a dry dock from The People's Republic of China. Bath Iron Works in Bath Maine a division of General Dynamics purchased their new dry dock from China as part of their shipyard modernization project that was completed several years ago. Bath Iron Works also exclusively builds ships for the US Government. 
You ask why can't US yards build one themselves? First if you have a strong backlog of work and your workforce is focused on new ship construction you don't want to disrupt the efficient flow of construction by inserting a "once every fourty years" dry dock construction project into the mix. It's just bad business. In fact the GAO knows that the cost of existing new US Ship construction would go up if the shipyards were to insert a major build like that in the line. 
The comments regarding security concerns are absurd. Dry docks are another vital element of the shipbuilding process like an overhead crane or a heavy transporter which are also typically purchased overseas. These "tools of the trade" are sourced internationally based on quality performance and PRICE. The bottom line is the cost of those assets go into the overhead costs that ultimately go into the final cost of the product. I have oversimplified this but trust me these shipbuilding executives are doing what is best for the US taxpayer who ultimately pay for these National Assets that go in harms way everyday protecting the freedoms that we enjoy.

I agree with much of your reasoning. Also a 50000 ton dry dock is nothing special. However what about the security aspect? I don't know what intelligence they can learn by hiding sensors that transmit their data on command.

Are they telling me the US has no capability to build a Dry Dock really? We can build Carriers Nuclear Subs Sky Scrapers bridges etc but not a Dry Dock. I call BS!!! What they want is get it for as cheap as possible.

It's absolutely laughable to think there are no American companies who can build a dry dock. Of course it will cost more with Davis/Bacon wages sick leave overtime rules Obamacare insane safety regulations and all the rest but American companies have been building things like this for decades.

I think that the loss of U.S. sovereignty has begun with outsourcing. 
Is it profit. Cheaper in China. More profit for the company with u.s tax dollars...
