In the Pearl River Delta in China many cities were flooded and the water depth was low. Many people were electrocuted. Today the Chinese public reminded passers-by to remind them not to leave the building. The content of the screen is full of corpses drifting in the streets. Public security fears of being electrocuted and pulling dead bodies with hooks makes the screen startling and dazzling. It also highlights the fact that China's big cities are "outside the world."

This screen is being circulated by Chinese netizens. A Taiwanese-American public is informed through Facebook and YouTube. The picture reminds people who live in the city to "go out and be careful." Because of the frequent rainstorms in southern China they may be dead when they walk on the road. When they see a lot of dead bodies on the screen the passersby are scared because they are afraid of an electric shock. Dirty a public security pickup truck dispatched with a wooden hook on the remains of the body as well as the people to save the dying passers-by physicians for CPR.

This picture has been circulated in Taiwan and the American Chinese community. Netizens said that it was raining. The city flooded with water. This is "it's really bad my country". Some netizens said "consummation uation" and some Chinese netizens said that this It is a light rainstorm but the Chinese media will never report it.

这照片已在台湾和美国华人社区流传。网民们说当时在下雨。城市里充满了水。这“真的很糟糕，我的国家”。一些网民说“真是完善的基础（设施）”，一些中国网民说这只是一场轻微的暴雨，但中国媒体将永远不会报道。

Taiwanese netizens said that students or Taiwanese businessmen wishing to study in China should also pay attention to the fact that although tuition fees are cheap the renminbi is a good bet but be careful that the next rain will cost your life here. This country will not “admit wrongdoing”.

台湾网民说，那些希望在中国学习的学生或台商也应该注意，虽然学费便宜、人民币是个好（投资）选择，但要小心，因为下一场雨就可能会终结你的生命。

What the fuck "light rainstorm"
I'm here now and the last few days have been insane. I've never seen so much flooding. The first day wasn't a problem but the following 5 days were crazy. Couldn't get to my office without wading through waist deep water so tried to go back to my house and almost didnt make it. All roads to my neighboorhood were so high that you wouldn't dare risk driving through. Finally found a road through after driving through a ridiculously sketch section where at one point water was UP TO THE HOOD OF THE CAR. I am honestly surprised the car made it.

It can happen in the west.. google "flood electrocution". A fallen power line may be difficult to see in flood water.. and people may not expect that the water around surrounding the line could be be at dangerously high voltages when they are wading around.

The risk from domestic supplies may be less in the west.. Certainly where I live in Europe most domestic circuits are protected by RCDs (as required by law). If there was a flood causing current to leak to ground these circuits would automatically trip the RCD and be disconnected.

I'm pretty sure that's the case in China as well. I used to live in the South there are floods every year so it's not like this comes as a big surprise. Not doubting that electrocution does happen but if it does it's extremely rare. There's always rumours going around on the internet. These people might have just drowned no way of telling from the pictures.

I'm not sure you can get electrocuted by the water while standing inside the water. Maybe if you touch something with your hand or you step on open electric wires best chances if both happens at the same time.

You can get electrocuted that way if one of your foot is closer to the open wire than the other one thus creating voltage difference between your feet.

It usually happens once or twice every typhoon here in Xiamen. The culprits are usually poorly-maintained streetlamps advertisement backlights such as at bus stations and exposed wiring from various electrical equipment on the streets. They're usually undergoing repairs were repaired poorly or simply left broken open during the typhoon as nobody felt like closing then up.
I usually walk by at least one per day. An ad backlight is being repaired and exposed wiring is all over the place.

Someone walks too close one during a heavy flood the stars align and that person is sadly killed. It's an extremely frustrating issue and little has been done in Xiamen to really improve it. Every time there's a typhoon there's usually news of someone who was electrocuted by a broken lamp or backlight.

People also die from stepping in hidden holes in the ground while wading around during floods (e.g. open manhole covers construction holes even stepping into a pothole in a current). This is made worse here by the fact that many Chinese people cannot swim.

It happens in the US though there is good circuit protection.
When there is a storm here all of the local media is filled with warnings to stay away from downed power lines. Many Americans are terrified of appliances near bathtubs which is a frequent joke. That is almost impossible to die from. But it does keep us away from flood electrocutions.

It's one of the things the US still does Best-in-World at. We love our disasters!
I think these poor Chinese people are the victims of a too-controlled media again.

If only it were that simple. Most of the time you have civil engineering issues like the storm water pipes being not of the appropriate size to handle the discharges and/or the development actually being in a flood plain without proper mitigation measures and/or lack of underground storm water detention facilities under skyscrapers.
