They might not actually have the biases that you describe. Both YouTube and Quora selectively display videos/answers to you based on who you follow, what you have watched/read before, and what you have upvoted. Neither of them displays the full set of content to users. It has all been filtered by what they think that user is interested in. I might simply be that you have clicked on several anti videos in YouTube but clicked on several pro answers in Quora and those sites are then exaggerating the slight bias that you inputted.

A solution might be to unfollow some people who post about that topic and follow some other people who have a different bias.
However, let's just suppose the premise is true, that YouTube does have an anti-China bias. A probable cause of this is that YouTube is currently blocked in mainland China, restricting the range of users who can post content.
Now, it isn’t impossible to post videos on YouTube from China — all you need is a VPN service. However, this added complication has prevented YouTube from gaining a significant audience share in the country.
At the same time, people from Hong Kong, Taiwan and the Chinese diaspora worldwide, can post freely to YouTube and often do. Because of their connection to China and Chinese culture, they are going to post on that topic. Some people from these regions are quite critical of the PRC government, so they Chinese topic threads are dominated by an anti-PRC bias.

A similar thing used to be apparent on Wikipedia. Before 2008, Wikipedia was blocked in China. Wikipedia has strong policies in place to prevent biased or in Wikispeak Point of View (POV) content but it is a community project and the community decided by consensus what bias is. If one group of people are blocked out of the community through censorship, then the community consensus is going to tend to shift to one side.
For example, before 2008, there was a Wikipedia page for China, and a separate page form the PRC and another for the ROC. The three pages contained large overlapping areas on content but fitted with the ROC bias that the PRC and China are two separate concepts.
After Wikipedia became unblocked in mainland China, there was a resurgence of pro-PRC editors. The PRC and China pages were merged into one, following a bias more in line with a pro-PRC editorship.
So if YouTube ever became unblocked, you can expect the large PRC based population to start to swamp out the much smaller numbers from elsewhere and give YouTube a more representative bias. Since Quora has never been blocked in China, the bias here is different from YouTube.

Simple — YouTube is not available to most Chinese people, while Quora is. YouTube is blocked via the firewall, so only those individuals that choose to take the time to use a VPN can use it — this means that YouTube exists as an echo chamber of primarily western sentiment. Additionally, Americans make up a large part of YouTube users, and on average are more hostile.
On Quora, Chinese citizens are able to represent themselves and respond to the ignorance common here in questions like “why don't Chinese people like democracy" and stuff like that.

很简单 - 大多数中国人都不能访问 YouTube，而 Quora 可以。

it is true what Trevor Moody stated in his answer, because quora is not blocked so people from China with english profiency are able to answer the question.
The second contributing factor is the majority of quora viewer is someone who love to read at details, and while deep diving on China’s policy or China’s economy it turn out to be good. Youtube viewer are a visual people who less likely to be a “bookworm” , the mainstream media, and China has many issue with the west such as human rights, Uyghur conflicted, Hongkong umbrella movement, South China Sea, Tibet, Taiwan. These are often in the headlines, the west papers never try to disclosed that some of these are instigating by CIA, even though you can look for it in wikipedia. So a bookworm will know that this is actually a clash of interest between nation while ignorant people would say meh, Red China is evil, China is abusing it’s own people.

On youtube there are a lot of uneducated people who doesn’t case what reality is.
On quora people write opinions, try to explain and read (not just skip) other points of you.
In youtube agruments are just: China is shit, dictatorships, evil CCP, free Tibet etc. without any explanation. If you write China is not so bad - you are wumao. The end.

在 YouTube 上，有很多没有受过教育的人，他们不知道现实是什么。
在 Quora 上，人们撰写自己的意见，试着解释和阅读 (而不仅仅是跳过) 其他观点。
