They SHOULD, but on THEIR TERM.
This is not the mainstream opinion of the Chinese public, but I think there’s a decent chance this is what ends up happening.Because more than anything else, this is a problem that China would eventually have to confront someday, it is almost certainly better to pre-empt this problem on their term instead of getting caught with their pants down some day.Also, it is tied into China’s generally still rather backward visa policies and immigration policy in general. all of these things are lixed together China should and needs to address them, and probably will soon enough.
The truth is, China actually IS taking in some people fleeing from the middle east and Africa, but it’s not only a small number but they’re here mostly on travel visas (that almost all of them overstayed ) .. but the reality on the ground is that if you go to YiWu or GuangZhou or some other cities in the south there are growing number of folks from these places, and they’re definitely not all students or professionals being hired by big companies (theoretically the only two type of folks that can stay for significant periods in China. )
What is the reality? this is the reality.

The reality is , with China’s growing wealth and engagement in the world, it’s not a subject they can avoid that much longer, sooner or later immigration / visa reforms are coming (and it’s probably sooner. ) and with this question is also the refugee question, The truth right now is that market forces are already forcing their way even though the legislation hasn’t caught up yet. there’s Syrians and Yemenis doing business in Yiwu, they “fled” their home to some extent, but they’ve managed to do alright for themselves so far, but their status is really in limbo, technically the PRC can throw them out on any pre-text just by saying their visa expired.
China needs to think about this, because China isn’t Europe or the US, it has it’s advantages, it’s majority population is SO LARGE that it would be almost impossible for foreign influx to fundamentally change that construction. it’s also not running elections so it doesn’t have to worry too much about them changing voting patterns. and it’s borders that are open to people walking or on boats are relatively limited.
So it has the luxury to do things that other countries might not be able to enforce, and they should leverage it to their advantage, because you don’t want to be caught flat footed one day if say a muslim community grows large somewhere because people figured out China’s the one place you can run to and have a chance of a livehood , and then extremist snuck in as well, and then you overreact by doing something extreme like throwing the whole community out etc. These are not difficult to forsee. so they really should start planning right now.
I would suggest China open refugee camps somewhere further from their main population, but their conditionality would be that the applier at the very very least need to show proof of their origin (so there are places you can send them back to .) and preferably are folks traveling in familes ( you know, people who actually need refuge . ) and once there you are under control of the administrator running those camps, there will be schools, they’ll set up factories (or work with some company / projects. ) etc. and the eventual goal is once your country stabilize they send you back hopefully with some money .
China’s interested in influencing the world (in a positive way, but also to their advantage obviously.) , refugee policies is a part of this, they can only avoid the spotlight for so long, the head in the sand strategy won’t work that much longer, the EU could very soon put this agenda on the table as a primary demand in trade talks and what not with China.
So what if China takes in a bunch of Syrian familes and manage to keep their kids educated and healthy and eventually sent back? (and do it in a way where they don’t actually have to pay a ton for it.) what would that new Syria be if the experiences of the returning refugee is overwhelmingly positive on China (at least relative to the experiences elsewhere) and you have a group of younger Syrians who even can speak some Chinese and have connection in China? the soft power advantages in this is very easy to see.
So I don’t think my fellow Chinese’ argument on there’s still poor people in China is reasonable, if that was their real concern they’d be up in arms on the huge overseas investment China’s now throwing around the world. The reality is people / refugees can be assets as well if you manage them properly. thinking them merely as a liability is not constructive.
Meanwhile, the foreign arguments on this is mostly just as a leverage against China and not that they really care about the refugees, so for China’s interest and humanity’s interest, what they really should do is just run their own refugee programs in the interest of the REFUGEES and the Chinese, not the interest of the Europeans.

再者，中国依然普遍落后的签证政策和普遍的移民政策，一直饱受诟病。所有这些事情联系在一起，使得中国应该、也需要去解决他们（难民），也许越快越好。

然而事实就在于，中国确实正在接收那些从中东和非洲逃难的人，不仅数量不少而且几乎都有旅游签证（也几乎所有人都已经超期了）。
但当地的现实是，如果你前往义乌或者广州或者一些其他南方城市，难民在当地的人数在不断增长，他们并不是所有人都是学生或者被大公司雇佣的专业人才（理论上来说，只有这两类人才能在中国长期居留）。
现实是什么？这就是现实。

现实就是，基于中国不断增长的经济及对世界的参与度，中国逃避不了太久时间，迟早会推出移民/签证改革（可能会更快）。这个问题也会涉及到难民问题，当下的事实是即便立法还没有跟上，市场的力量也在以自己的方式做好了（接纳难民的）准备。
叙利亚和也门人正在义乌做生意，某种程度上他们“逃离了”家乡，但他们目前已经设法照顾好了他们自己。不过他们的地位确实是不稳定的，技术上讲中国可以以任何托辞赶走他们，例如他们的签证过期了。

中国需要思考的是，中国不像欧洲或者美国，它有它自己的优势，其主体人口如此庞大，，以至于外来人口流入从根本上改变他们人口结构几乎不可能。
这里也不举行选举，所以没必要过度担心难民会改变投票结构，其边境开放也很有限。

所以对于其他国家可能没法实施的措施，但中国人就可以利用其优势（做到），因为你也不希望有一天被人拒绝。
如果说一个穆斯林社区在某个地方越来越壮大，那时因为穆斯林发现中国是一个你可以去、一个可以讨生活的地方。但到那个时候极端主义分子也会潜入进来，之后人们会反应过度，例如把整个社区都驱逐出去等。这些都不难被预测到。所以中国人真的应该立马开始着手解决这个问题。

我会建议中国在某处开放难民营来进一步接纳难民主体，并且那里的人基本不需要提供出生地的证明（否则这样你就能把他们遣送回去了），并且最好的是，让难民们能去拜访当地人的家（你知道的，事实上人们需要难民）。
一旦有人把难民营运作起来，这里就会有学校，他们将会建立起工厂（或者被某些公司/某些项目雇佣）等。
只要他们在你的国家稳定下来，他们最终就会以金钱的方式回报给你。

中国专注于对世界施加影响力（以积极的方式，而且利用起自己的优势）。难民政策就是其中的一部分，他们已经逃避聚光灯下太长时间了，鸵鸟政策不会长期有效的，欧盟需要迅速将这一议程作为贸易谈判的主要需求（向中国施压）。

想一想，如果中国接收大量叙利亚家庭，设法让他们的孩子接受教育，照顾好他们，然后送回叙利亚？（以一种难民们不需要偿付的方式）。如果这些返回家乡的拥有中国经历的难民对中国持压倒性的积极态度、拥有一群会说一些中文并与中国保持着联系的叙利亚年轻人，新叙利亚将会是什么样子？软实力优势是显而易见的。

所以我认为我的中国同胞们总是说，中国还有穷人（来拒绝接收难民）是不合理的，如果真的是这样，那么他们看到中国满世界大量投资一定会满腔怒火。
事实是，人民/难民可以是一个良好的资产，如果你们合理的对待他们的话。而把他们视为债务不是一种建设性思维。

同时，国外对中国的争议基本上认为，这是对中国的一种制衡手段，而非中国人真的关心难民们，所以为中国利益和ren权利益考虑，他们真正应该做的是，为了难民和中国人的利益而不是欧洲人的利益来经营他们自己的难民项目。

There is a vote question in weibo (you can suggest it as Chinese twitter) .
“If the mid-east refugee rushed into China, what should we do?”
Here is the temporary result, the above one is “accept”, the below one is “massacre” .
To normal Chinese, they do not really care about “international political correct” or “respect human rights”. The political correct is always and only about the ruling party; and the problem of human rights is actually “Chinese human rights but not all over the world” .
So the truth is...comparing to normal Chinese, Community Party of China is much nicer to mid-east refugee, at least they won’t say massacre in public.
But, are Chinese cold-blood? I don’t think so. Chinese are smart, working hard, respecting education, loving peace and money... If they support some countries citizens did worse job than them, they would not respect you.
Secondary, China’s birth control is not for ‘saving space and letting refugee come’.
Third, different from Europe, China still has enough labor, that means China does not need low-education refugee.
Fourth, thanks to the western media for slandering everything of China over years, refugees might think China was worse than their countries.

但，是中国人冷血吗？我不这么看。中国人很聪明，工作努力，尊重教育，热爱和平和钱财。如果他们认为某些国家做得没他们好，他们就不会尊重这个国家。
第二， 中国控制出生不是为了“腾出空间让给难民居住的”。
第三，跟欧洲不同的是，中国一直拥有充足的劳动力，这意味着中国不需要没受过什么教育的难民。
第四，感谢西方媒体整年都在诽谤中国的一切，难民们认为中国比他们的国家还要糟糕。

Refugees can be divided to several different kinds: political refugees, war refugees and so on.
Here is one definition:
A refugee is someone who has been forced to flee his or her country because of persecution, war or violence. A refugee has a well-founded fear of persecution for reasons of race, religion, nationality, political opinion or membership in a particular social group. Most likely, they cannot return home or are afraid to do so. War and ethnic, tribal and religious violence are leading causes of refugees fleeing their countries.

And since nowadays “refugee” we usually talk about is mainly people from Middle East Asia, let me assume they are what you are talking about.
Secondly, why?
There are many reasons to take refugees into one country. The most common ones are like due to advanced economy, to increase national labor or simply atonement. However, these reasons does not apply to the case of China.
1.Advanced Economy
The most frequently mentioned countries which accept refugees are those advanced European countries such as Germany, France or Italy. Yes, they are rich and they can afford hundreds of thousands of refugees who do not work but rely on the government to feed their own wives and children. But China, despite the fact that it is the second biggest economy in the world, the capita GDP is only slightly over 8,000 dollars(2016), which is only one forth of that of Japan, two ninths of France, one fifth of Germany and one seventh of USA.

2.为了增加劳动力
这个争议是建立在假设难民们会去工作来养活自己的家庭之上的。而且一些西欧国家的生育率极其的低下（中国也是，我得说），这样看来，接收难民似乎是一个好主意。

是谁造成了这些难民？
是入侵了中东美国zf，它在皿主的名义之下让人们无家可归。但美国zf事实上带来的只是贫穷、混乱和死亡。

如果你承认这个世界有因果轮回，人们就需要纠正自己的错误，美国才是那个需要接收难民的国家（真希望并不是因为我目前在这里生活的原因），而非中国。

最后一点，作为一个目前生活在美国的中国公民，我想说的是：我同情那些难民。但为了国家安全着想，聪明的决定是，只接收孩子、老人和妇女。而那些男性难民，请拿起枪回去保卫你们自己的国家，因为如果我的家乡遭受入侵，我一定会那样做！

Answered Dec 14, 2016Depending on whom those refugee are. If they are more or less from East Asian culture group, I won’t mind too much especially when the number is small.
If they are from Middle East, hell no. They are just too much pain in the ass and too much cultural difference to deal with on top of the problems China already has with illegal immigrants from Africa. More over, they are extremely hard to assimilate into a general Chinese culture while accepting those people will mean more public security risk and more extreme Muslims which China already has a headache to deal with (lots of hard line religious Uighur want Islamization of China. Screw them.).
More over, why should China accept refugee when they are not caused by our intervention in the Middle East and there is a better solution call pacifying the region (probably the US won’t like this)?
And we already got enough Chinese in the country, adding more population that is highly unstable is just not desirable and goes against Chinese birth planning.

接收难民？这取决于难民是谁？如果他们大体上都是东亚文化群体，数量不多的话我不会太在意。

Answered Dec 15, 2016China has been receiving refuguees. Civil Wal and political turmoil in Vietnam, Myanmar, Korea and other neignbouring countries poured millions of refugees into China.
For example, in 11th century, South Vietnam’s Muslim lost war with north Vietnam, people fled there, and China received and accomodated them in Hainan. Today, they claimed Hainan as their own land, and refused to share it with Han Chinese.
Thousands of people are fleeing from ethnic and religious clash in north Mynmar into China. One day, they will claim Yunnan as their land.
In 19th century, millions of Korean fled from Japan’s accupation, we accomodated them in North East China. It becomes so-called “Jiandao problem”. South Korea wants China to cede the land occupied by the former refugees to them.

Ideally, any country that is approached by refugees should try its level best to take them in. I do not know if Syrian refugees are approaching China (please let me know if and how you have come across any such information). 
I have doubts though, whether China would be a good place for refugee rehabilitation. The country is already over-populated, its resources are stressed beyond measure - I read somewhere that 80% of its cities are already water stressed, and it is already suffering from unrest, especially in its western Xinjiang province. 
China is also not a free, democratic country, and running from a Syrian dictatorship into a Chinese dictatorship is like, well... more or less the same thing.
Also, China is not particularly known for being inclusive of diverse cultures, which can be seen from its own history; how it systematically 'blended in' all the diverse cultures, languages, communities etc. into one identity. Muslims in Xinjiang province are clearly not comfortable as a minority group. This can be reason enough for Syrian refugees to avoid opting for China, where the chances of preserving and practising their own culture are pretty bleak, as their host country. 
If you are forced to abandon every bit of your motherland, perhaps forever, you would want to go to a place which gives you more freedom and space, and a better life wouldn't you? China wouldn't be a choice then.

理想角度来说，任何靠近难民的国家都要尽其所能的接纳难民。我不知道，如果叙利亚难民靠近中国会怎样（如果你知道任何相关信息，请告诉我）。

我同意，中国应该在土耳其、约旦&黎巴嫩为难民修建房子。当我看到姚晨，这个联合国难民大使拜访难民营的时候，破败的难民营让我心痛。
太破败太简陋了。
因为距离遥远，难民不能前往中国。但我们却能前往当地为难民们修建房子。

你知道的，中国的基础设施是世界第一，我意思是建造速度世界第一。在SARS期间，我们3天里就能建一所医院。

Answered Dec 18, 2016Should an overpopulated third world country take refugees?
I personally wouldn’t mind they move in as long as they don’t mind living in a third word, xenophobic, very polluted, overpopulated, but rather secular country under a dictatorship. Most of the countries on earth , such as India, Philippines and Iran, enjoy more democracy than us. By moving from Syria to China you also lose the privilege of using FB, google and youtube.
Philippines or Indonesian seem to be a way better destination, more Muslim friendly and more democratic.

一个人口拥挤的第三世界国家应该接纳难民吗？

Where and how to settle down?
Shanghai , Beijing or anywhere?
Good job or any job to survive?
The well educated one may be competent with some work , but as we know, most of refugee do not. Feed them free? Sorry ,every Chinese working so hard to support our family can barely try to feed anyone free, especially those who have the ability to work.
Yes ,we do have jobs to offer them .But I am afraid they won’t accept jobs like those.
Our development is not given by God ,but built by working hands ! Millions of workers did and are working at such palces!BTW, we have no time to prayer five times a day!

想象一下吧，如果中国接纳了难民将会发生什么？
如何安置、安置在哪儿？
上海、北京或者别的哪里？
好的工作或者任何一份为了填饱肚子的工作又在哪儿？

Answered Jan 15, 2017Accepting the Middle East refugee is moral, ethical but stupid. Just look at German and France. When you look at the keep-coming Muslim by the trains, when they can no longer celebrate Christmas, when each Muslim family raises five or six children, will you still think it’s a good thing? I am in US and I know what Democracy is like. But I think one of best thing for “undemocracy” of China is that it can prevent stupid people influence the policy and the well-being of society—after all, there are too many of them.

接收中东难民是道德的，但也是愚蠢的。
只需要瞧瞧德国和法国。
当你看着通过火车不断开进来穆斯林，他们不庆祝圣诞、每一个穆斯林家庭生5到6个孩子，你还会认为这是好事吗？我在美国，我知道皿主是什么。
但我也知道，对于“不皿主”的中国，所能做的最好的一件事就在于，可以阻止愚蠢的人干预政策和秩序良好的社会。

Answered Dec 14, 2016China received many refugees in the history. China received 265 thousands of Vietnamese refugees in the 70’s. China also revived more than 200 hundreds of Indonesian refugees in 60’s.
During WWII, China received 30 thousands of Jews refugees from Europe and settled them in Shanghai.
In 1979, China received 60 thousands of Afghanistan refugees.

Answered Dec 14, 2016Honestly, as a Chinese person, I don’t think refugee’s should go there. There is already enough people living there. Bringing in a whole wave of refugees doesn’t help. Assuming that most of them want to go to the cities, which are the only habitable places in China. Technically, the country side is also habitable but there are a number of reasons why one might not want to go there. Heck, even a lot of NATIVE CHINESE people don’t wan’t to live in the country side. Besides, there is a chunk of China that is sparsely populated and completely inhabitable. It’s called the desert. So unwanted, it has one s while dessert, which is wanted, has to s’s. Also, the main Chinese language, which is Mandarin, (Zhonguo Putong Hua) is EXTREMELY hard to learn. I can speak it, but can’t really read and write. If a ethnically Chinese person finds it hard, I wonder how the refugees are going to take it. The government probably doesn’t want refugees anyway.

Well, they are seeking rich life which China by their standard is not able to provide (they ignore the Hungary totally even it is richer than China now). Secondly, it's too far away which make it not economic.Thirdly, we really don't have a multi-culture environment which Europe has here, so they would have to be adapt to the mainstream culture which I think is not fair for them. In conclusion, by free will, no refugees from Syria will choose China.

When you ask it that way, then the answer is NO. As long as China is not responsible for causing the refugee problem, there is no responsibility on China’s part to receive them.
China, however, did receive many refugees in its history. It’s done out of generosity.

I bet $10 that these refugees would rather starve to die than become slaves who are bereft of freedom.

I grant China has issues in terms of HR, but it has come a long way and most people here do not share your view.

Considering the limitations the US, UK, French and Canadian governments put on their people, I'm not so sure I'd be accusing other countries of totalitarian or despotic measures.

I seldom write any serious answers on Quora now for most China related questions are either out of pure ignorance and arrogance or malicious hostility. There are simply too many of such questions that my answers are just to mock them.

Several countries have sent offers to receive refugees from Syria. Two examples are Uruguay and Argentina.
Every country should receive refugees from Syria. There are some points that make the issue about receiving really complex:
You need to have adequate place to receive that people.
You must provide basic services according to UNHCR declaration.
Your own local situation shouldn't mean no change in the risk refugees are running away from.
Refugees should accept to go into your country.
It is not that simple.
Think about Pakistan, which received 1.5 Mio. refugees. Long-lasting.

You know even if they are refugees, they should still have basic human rights which China obviously doesn’t have.
It’s the time for the west to show their believes on the “human rights” religion.

Answered Dec 14, 2016I think we should, from both the humanitarian and economical perspectives. I won’t mind if some of those taxes I paid are used to help refugees. It’s the right thing to do. I myself recently started to donate a very tiny amount money to UNHCR programs in Europe monthly to help refugees. I’m not rich, but I want to let them know that we people living far away from them care about their conditions.
We should reach out to those in needs. But we need to do so smartly. China does have some room and capability to receive refugees, but not for everyone. Those who may post threats to our public safety should be filtered out. Women and children should be given higher priority. Although the government isn’t dong this, I would still suggest Chinese intelligence agencies to develop a filtering mechanism, which may come in handy sooner or later.
Refugees are also human resources. Once they returned to their home countries, Chinese companies should go ahead to hire them for post-war reconstructions. By offering them job opportunities, they will be able to rebuild their countries as fast as possible, while building a stronger tie with China. This is good for our One Belt, One Road initiative.
No refugee should be allowed to stay permanently. If they want to re-enter China, they should find other legal ways.
BTW, I know my fellows are angry bout anti-China propaganda, but refugees are innocent. If they would like to let China help them, we should not refuse them. In case that they don’t want to come to China because it’s a ‘bad’ country, that’s ok.

Why not focus more on the issue of 'refugees' in the first place. From my understanding of the issue these refugees would prefer to go back and live in their home country vs starting a new life outside of Syria. The problem appears to be more about needing a coalition of international players that might very well include China to help bring about stabilization within the country rather than manage the consequences of what is being sold as a 'civil war'. As a global community what might we do to produce an 'in-country' solution vs. accommodating or enabling what might very well become a more serious problem. And why only Syria? Refugees are appearing in Europe from other countries as well. Seems the Syrian Refugee issue has more to do about a continued 'stirring of the pot' by certain countries than about truly wanting to eradicate IS within the country.

There is no such things as nice soft touch “human rights” in China. You live and die based on your sweat, muscle and luck. You eat what you kill there, basically. There is no such thing as welfare or a free nice comfy accommodation like in Europe or Canada. It’s people are rough and tough and way less hospitable towards its own fellow countrymen much less strange refugees that are different from them, not like the more genteel and frankly more civilised and humane Europeans or Canadians.
So why would any refugees want to go to China in the first place?

更相关的问题应该是：为何难民们居然想要在中国生活？
没有什么比“ren权”更容易打击中国的事情了。你的生死里只有流汗、劳力、运气。基本上你吃的正是你杀死的。

Dec 17, 2016I’m sure many would want to go to China. They’re refugees, remember, they don’t get a nice form with a “host country preference” field and a free flight ticket. Most of them are turned away by the Turkish and European authorities, and I’m sure that a rough life in China would be infinitely more preferable for them than staying in war-torn Syria or Iraq where they might get raped and beheaded any day.
List of countries by refugee population - Wikipedia - Take a look at this. Pakistan, Iran, Ethiopia, Kenya, Uganda, Chad, Sudan all have more refugees than China or any developed country. These aren’t exactly “soft touch human rights” countries, right?
I’m not saying that China should receive any, though.

Dec 17, 2016If that is the case, explain to me why the Refugees in Europe kept on insisting either going to the UK, Germany or the Nordic countries instead of stopping at the first safe country the go to, namely Turkey, Greece or Italy?
The facts is that the countries I mentioned are deemed to be paradises to the Refugees, where they think they will been treated like kings in said countries. Also, to answer why those poor countries you mention has so many refugees, it is simple, they could not afford to go to Europe and have to stay in those countries you mentioned. However, given a choice and means to do so, do you think they would choose those countries I mentioned or to China?
I assure you, China’s treatment to refugees will probably in all likelyhood not as kind as Turkey, Greece or Italy.
