High housing costs are driving out lower-income Californians

Why doesn't the headline say the emigration of lower income people is due to being "Attracted To" (better housing at lower prices elsewhere) a good thing, instead of "Driving Out" of California, a problem? Same thing. Just as much a problem of lower-income industries and their jobs drying up here, they moved to Texas where houses are much less expensive.

California has a very high cost of living driven in part by high taxes. Our gases about 50% higher than the national average, electricity is almost double the national average, even buying fruits and vegetables grown in California seems to be more expensive than buying those same things in other states.
The much more reasonable conclusion was at the beginning of the article when they said”In order to maintain a robust economy, California will need to ensure that residents across all income and employment levels are able to afford a basic cost of living in the state,"
