Besides the reasons mentioned in other posts, I want to point out that before China became the manufacturing hub of the world, the world’s manufacturing center already shifted to Asia, to Japan, Taiwan, Hong Kong, South Korea and Singapore.
China caught a great time in history. When it opened up, these regions were moving up the supply chain. So naturally technologies and investments flew to China. China also had a relatively complete heavy industry sector and infrastructure before it opened up (thanks to the cold war era). Then the rest is history.
While U.S was a major manufacturing center for couple of decades after WWII, when Mexico was about to devote to develop its industries, say around the time of NAFTA, the manufacture in the US had already moved to Asia. There was not too much to shift to Mexico. And Mexico doesn’t border any other major industrialized country.

除了其他网友所提到的原因外，我想指出的是在中国成为世界制造业中心之前，世界的制造业中心已经转向亚洲，比如日本，台湾，香港，韩国和新加坡。
中国赶上了历史上的绝佳时机。当中国开放时，这些地区都在往供应链上端爬。所以自然的，技术和投资会流向中国。开放之前，中国还拥有相对完整的重工业部门和基建（多亏了冷战）。剩余的就是历史了。
虽然二战后美国成为主要的制造业中心长达几十年，但是当墨西哥准备发展自己的产业时（北美自由贸易协议那时），美国的制造业已经搬到亚洲。所以没什么可以转移到墨西哥了。墨西哥不和其他的工业强国接壤。

They don’t need any more infrastructure than a border region industrial corridor. The same for China, as China only needs an industrialized southeastern coast to run world factory, building new ones in Chongqing is unnecessary.
The drug war indeed ruins it, for sure, as cocaine sells better and offers higher margins than textile or electronics.

墨西哥其实不需要建设太多基建，只要建立一个边境地区工业走廊即可。中国也是如此，中国只需要一个工业化的东南沿海就可以成为世界工厂，在重庆建立新的世界工厂，其实没有必要。
毒品战争确实摧毁了它，因为比起纺织和电子产业，可卡因卖的更好，利润更高。

I would add that China has a lot more engineers than Mexico. Tim Cook CEO of Apple said rhat is the reason for iPhones to be made there.

我认为中国拥有的工程师数量比墨西哥多多了。苹果CEO库克说苹果手机在中国制造就是这个原因。

There’s a lot of answers here which seem to miss the main point. China’s population is about 11x of Mexico.. and China’s industrial GDP is just over 12x of Mexico. We can argue why China has slightly more industrial GDP per capita than Mexico, but the core answer is “it has an order of magnitude more people”

很多回答貌似都不得要领。中国人口是墨西哥的11倍。中国的工业GDP是墨西哥的12倍。虽然人均工业GDP上只比墨西哥高一点，但是关键在于中国人口比墨西哥多太多了。
