Uh, they've had "Helicoptor Destroyers" for several years now, they've just elected to allow F-35B's to take off and land from their decks. Japan probably won't build a super-carrier anytime soon, partly because they're really really expensive and only necessary when you have to project power far beyond your shores, and secondly because its much more likely that Japan will figure out how to convert their entire airforce over to VTOL capable drones that can launch from much smaller carriers.

If there ever is a US-China war, Japan is going to be huge. They arguably already have the second strongest navy in the world. Definitely one of the most well trained and they have the advantage of being able to do what Russia, Iran and China do to the US. That is focusing funding and research on capabilities and weapons systems that can counter the strengths of China instead of trying to conventionally match force projection powers.

Actually, China saw this coming when Japan was building these "helicopter carriers" which could be easily transformed into fixed-wing plane carriers.
At the time, Japan said they never intended to do that, but they all knew it was just a matter of time.

The best comparison is that US carriers are designed for sustained operations and strike a long way from there own supply lines with fleet support. While Japans carriers and other countries carriers like China India UK France are designed instead to provide support and limited strike capability in a defensive role. Japan spends around 42 billion a year on it's military but only 1% of it's GDP. It could if it wanted to (with Constitution changes) spend several times that and easily afford a few super carriers.

Japan is the only former Axis power that has not totally repented and refuted their actions in the war. So for publicity sake, particularly in China, Russia, and Korea (both Koreas), the Enemy State clause forms the perfect justification.

I'm sure that will work out well, given that the US is still a Japanese ally. A 79 year old treaty is not gonna fly in terms of public perception, lawful or no.
