From what I know, China does not exclude country from Belt and Road Initiative.
I think they are even inviting the west to join, but it is the west that don’t see the profits of investing Africa and rejects it.
So if African countries wantes to borrow and the west will not lend to them, and China is willing to lend to Africa.
Then the only option for the African is to borrow from China.
I understand that some of the loans may not end up well, but I trust African people. They will not intensionally not returning money, but some project just will not turn up to be too profitable, which is understandable.
But its not right to just watch the African nations to stay in poor.
And, as Chinese people age, sooner or later, they are going to import goods from other country. I think it is good that we build up Africa, and when we want to import good, we import from Africa.
I think a lot of African people just need a chance to learn, once they know how to make a living in this industralised world they will be able to contribute more to the human race. It is just that they probably need some help from the outside world in the begining.

据我所知，中国并没有排除任何国家参与一带一路计划。
我觉得他们甚至邀请西方加入，但西方不认为投资非洲有利可图，所以拒绝了。
所以如果西方国家想要借钱，西方又不会借给他们，而中国愿意。那么非洲唯一的选择就是从中国借钱。
我明白其中有些贷款或许结局不好，但我相信非洲人民。他们不会故意不还钱，但某些工程确实不会有太高的收益，这是可以理解的。
但是坐视非洲国家继续贫穷下去是不对的。
而且，随着中国的老龄化，他们迟早会从其他国家进口东西。我认为我们建设非洲是一件好事，当我们想要进口产品时，我们可以从非洲进口。
我认为很多非洲人所需要的只不过是一个学习的机会，一旦他们知道如何在这个工业化的世界谋生，他们就能为人类做出更大的贡献。只不过他们一开始需要获得外界的一些帮助。

The New Silk Road Initiative or One Belt One Road plus their Five Year Plan initiative is an ongoing success and it is way too early to start finalizing critical assumptions but looking at what China is doing globally more so than any other country on infrastructure projects and more is amazing!
This historical invitation is meant to be a win-win for all nations not for China to the top-grossing GDP country in the world?!? Not true...
China has also taken on to eliminate poverty for their people and has lifted over hundreds of millions and the goal is to complete that feat by 2020 as the several million are left to complete that achievement; this has also gained global recognition and so far 2 countries want to follow their model in Africa and Russia.
Why isn't our own government and their experts not doing this here in the US to end poverty and homelessness including a list of what is so wrong in this nation that needs solutions and a plan to act upon

新丝路计划（或称一带一路），以及他们的五年计划是一项持续进行的成功，开始做出最终结论还为时尚早，但是看看中国，它在全球基础设施项目建设方面做的比任何国家都多，而且越来越多，这真是令人称奇！
这项历史性的邀请对所有国家而言都是双赢，而不是让中国成为全球GDP最高的国家？并非如此……
中国也承担了本国人民消除贫困的重任，它已经让数亿人脱离贫困，目标是在2020年前完成这一壮举，因为还剩下数百万人未能实现这一点。这一点也获得了全世界的承认，迄今为止，非洲的两个国家和俄罗斯希望遵循他们的模式。
为什么我们美国政府和专家们没有做到这一点呢？这个国家的问题包括贫困、无家可归者、以及一系列不对的地方，它们都需要解决方案和计划来遵照执行。
