This is a major design flaw, which I amsure was done to save money. The stadium should have been built with stormdrainage which would have prevented this situation. This is a perfect exampleof lack of building codes or enforcement.

considering that the street outside islower than the water and relatively dry, this seems like it was intentionallydone. The roman coliseum used to do the same thing to enact naval battles.

Funny how the Romans knew enough to put efficient drain systems intoarenas almost two thousand years ago; but, the Chinese, that like to copyeveryone else's ideas; make something look the same; but, somehow, it fallsshort of expectations.
