DORALEH Djibouti—It was February this year when camel drivers first spotted the Chinese troops staking out a patch of coastal scrubland about 8 miles from the largest U.S. military base in Africa.

Chinese navy ships had visited this tiny East African nation before. They sometimes picked up supplies in the old French port farther down the arid coast during antipiracy patrols off Somalia.

Due for completion next year the naval outpost is expected to feature weapons stores ship and helicopter maintenance facilities and possibly a small contingent of Chinese marines or special forces according to foreign officers and experts monitoring its development. Its cluster of low-rise concrete buildings and shipping containers some with Chinese flags offers the most tangible sign yet of China’s strategy to extend its military reach across the Indian Ocean and beyond.

China is now more influential in Africa than the US under Obama/Clinton so it makes sense for them. For the last 10 years or so US foreign policy strategic vision seems crucially lacking. The next US President will need to be a visionary or soon we will be asking China permission to sail in many waters.

It seems reasonable to me that any self-respecting Superpower would want to rely on its own military to protect its vital oil life lines from the Middle East not on the kindness of strangers in our Navy and its NATO subsidiaries.
The Pacific is also not immune to the new Superpower’s naval projection and not just in the South China Sea. A friend who lives in Vanuatu tells me the Chinese are building a large container port there on the strategically placed island of Espiritu Santo where the US Navy had its largest base west of Hawaii in WWII (“South Pacific’s” locale.) China also has a large embassy in that nation of 300000 doling out sweetheart loans to the government (ranked in the bottom decile in most corruption indexes.) We apparently can’t even afford to have an embassy there.
I’m betting on a Chinese “naval support base” in Vanuatu sometime in the next five years.

The U.S.A. Department of Defence (DOD) is the world’s largest employer at 3.2 million. There are US military personnel deployed in 150 countries at present (75% of World Nations). It has been reported that no military in the history of mankind has been deployed more widely including Byzantine Ottoman Roman & British empires. China’s PLA employs 2.3 million in comparison supporting 4x the population. Chinese offshore interests are sizeable and expanding. Expect foreign military installations to grow lock step. JCG

According to the west China should have collapsed more than a thousand times in the last 4 decades of active western bashing. What has really turned out was the US and the whole west are getting poorer and poorer. Strange that they couldn't predict their own impending poverty.

Maybe their expansionary efforts can fuel a commodity bull market.  Maybe they can build their strategic reserve of oil and absorb the excess capacity in our system and bring oil prices back to 60/barrow.

To my mind the most significant fact presented is that half of China's oil imports passes through the nearby straits. This makes it crucial that these straits remain open to these oil imports for China.
Trusting China's security interests to others in the area is a longer term risky proposition for China. As the US oil embargo of Japan in the late 1930s demonstrated a nation without strong naval presence worldwide is subject to extreme economic pressure. Japan responded to the US oil embargo by attacking Pearl Harbor in the hope of neutralizing the US navy and so getting a settlement to avoid a long war since they didn't have enough oil for that. When the US refused Japan's terms Japan was doomed.
China doesn't want to find itself in the same position as Japan in 1940. So they are putting up a powerful navy able to operate worldwide so as to raise the cost for any belligerent US president in the near or long term who might want to take China on.

Mr.Stockman has a very good grasp of things particularly:  "China's success does not make the U.S. a failure.  That is the thinking of a small insecure easily threatened person."
Historically China has been far more preoccupied with defense rather than offense.  The Great Wall provides great insights.

The fact is if you spend some time in China you would realise that the Chinese are immensely proud of their achievements and look forward to the future. Problems abound for sure but what nation does not have problems?
Shangri-La does not exist.

The Chinese are becoming increasingly assertive (if not belligerent) on the world stage because they are flush with money - our money. Every dollar we send China buys them another bullet to aim at us they're massive territorial ambitions are being fueled by our trade deficit with them. @LEONARD BUBASH Predictably simplistic... China would love it if Trump is elected.  As the U.S. pulls out its military bases overseas under President Trump China will just move right in saving them the hassle of having to build the bases.

Your pontification might be more impressive if you'd  only discern the difference in the usage of "they're" (contraction of "they are") versus "their" (possessive)---as a first step.
A reading of the history books would help too.
