I hope that this is a fake question. I’mstill gonna answer. 
You are talking about China, a country that will reach 2 billion persons in thenext 10 years. Also the second wealthiest country in the world.
It surely has a lot to improve,especially on hospitals or pollution, but do you really think people don’t havehighways? This is the country with the fastest operating train in the worldyou’re talking about. This is also the country that is famous to have had adays-long traffic jam on it’s MAIN HIGHWAY.
Do you think China is like in 1900? Thisis modern China:

No, China does not have any highways because there is not a needto build them. You know, the main means of transportation in China, as you cansee in their movies, is aviation by propelling volatile sulfuric compounds (Qi,Chi, or sometimes Pi in Chinese) that is generated insidetheir rectum.

However, one huge disadvantage of this transportation method isthat it created severe air pollution in China. As you might know, sulfuriccompound gas is very unpleasant in smell and is causing many Chinese tocomplain about the air quality, especially in big cities like BeiJing andShangHai where there are just too much air traffic.
