Havana (AFP) - A Chinese naval flotilla arrived in Cuba Tuesday to bolster close military ties between the two Communist-ruled allies, its commander Wang Jianxun said.

哈瓦那（法新社）——中国海军舰队周二抵达古巴以促进两个共产主义盟友的军事关系，其指挥官王建勋说。

"This is the first time a (Chinese) military flotilla has come to the island," Wang said at the Port of Havana.

“这是中国海军舰队首次访问古巴，”王在哈瓦那港口如是说。

And it is really "a chance to strengthen ties between the navies and armed forces of both countries."

他说“这是加强两国海军和武装部队关系的一个机会。”

Seems like most of you have missed the real point. Establishing relations with Cuba is the right decision, simply because the endless embargo has really done nothing (except give the Chinese and any other enemy capable of sailing a gem of a port right next door). 
The REAL issue is that the Chines have a navy capable of visiting Cuba. Maybe the Chinese are planning routine "visits" extremely close to international maritime borders? Just to make sure the waterways are safe, and not obstructed by other powers, of course :) 
Sure...the Chinese navy is a joke right now. Considering however, the sheer size of Chinese industrial capacity...well the thought is chilling. The Chinese spend a pittance on their military compered to the US. What if they decided to build a massive fleet? Or maybe the Russians and Chinese have learned from history. Remember the Spanish Armada? Sometimes innovations or serendipitous military tactics change long standing traditional views on warfare. Maybe the era of huge fleets and air craft carriers with flotillas of destroyers to protect them is over. Why bother with planes when you can fire smart missiles to take out key targets (power grid, water filtration, hospitals, news agencies, political headquarters, etc.) Unfortunately the Chinese have learned from us that the best defense is a good offense.

好多人都忽视了一个关键的点。美国与古巴建立关系是正确的决定，因为禁运根本没有效果（除了让中国人和其他敌人从中获得好处外）。
真正的问题是中国人拥有了一支可访问古巴的海军。或许中国打算对国际海运边界进行常规的“拜访”？以确保这些水路的安全，防止被其他国家阻碍。
当然，中国海军现在还是个笑话。然而考虑到中国巨大的工业能力。。。想想都令人不寒而栗。中国的军事开销和美国的相比确实很少。如果他们决定建造一支大型舰队呢？或者说中俄已经从历史中学到了经验教训。还记得西班牙的无敌舰队吗？有时候，创新和偶然的军事战术能改变人们对战争的传统观念。或许巨型舰队以及航母加护航驱逐舰队的时代已经结束。当你可以发射智能导弹摧毁目标时为什么还要去制造战机呢。遗憾的是，中国人已经从我们这里学到了最好的防卫就是进攻。

Is America blind? Cant you see what China is doing. Right now they are visiting country to country like Cuba, Venezuela, and any other rouge country that hates the US and are planning an attack on the US.. Why do you think they had Jade Helm? Why do you think they are multi military aircraft stationed at LAX and their shooting cruise missiles in the Pacific. We are preparing for war. China wants dominance over the world. China is desperate for friends right now. China has #$%$ off every neighboring country except North Korea. No one in Cuba cares about China. Cuba stands to gain a lot by being friends with the US. Cuba doesn't stand to gain anything from China.

Although Chinese made locomotives and big busses can be seen in Cuba , the big future lies with Cuba's excellent beaches and oil exploration . If only 1 % of Chinese tourists could go to Cuba , that would be roughly 2 million high spending tourists . The military to military relationship between these 2 countries are still so minimal .
