It took the StarTimes satellite TV salesman about 30 minutes to install a pipeline for Chinese propaganda into Francis Gitonga’s squat cinder-block home here in southern Kenya near Africa’s Great Rift Valley.

Gitonga was elated. His new digital TV package gave him better reception than he’d once thought possible in Kajiado a small town on the savannah where Masai tribesmen wander past rickety storefronts and goats cluster in the shade.

It has subsidiaries in 30 African countries including such war-torn states as the Democratic Republic of Congo and the Central African Republic.

Some "mistakes" in the report. Just name one example. The new railway is not cutting the Nairobi national park but the Tsavo national park. And I believe the author deliberately conceals the fact that the China-built new railway is just side by side with the Mombasa Road (the stem highway from Nairobi to Mombasa) and the almost obsolete old railway when cutting the park. Do not manipulate the environment protection fact just to shame the new railway.

Let's not panic and start a new Cold War with China. So they are taking actions in both South America and Africa to spread goodwill and develop trade relations for their country. Good for them. We do the same thing. This is not like what the USSR did in the 1950s through the 1980s...using Cuba and other communist satellite countries to foment revolutions throughout the Third World. I have neither seen nor heard that they are doing something that is irresponsible...
...except for building and militarizing those islands in the South China Sea but that is a very different issue.

If we in the USA truly believe in what we claim to stand for then we should have nothing to fear from a peaceful competition of ideas with China. The fact is that a confident China has been asserting itself on the world stage for the last couple if decades. The most obvious example of this is when they became the third nation to build and operate a manned space program and put astronauts in space. Their ultimate goal is to land on the moon...just like we did...and perhaps take it one step further and build a base there.

The Chinese government differs from our government in that it does not force other people do change in order to accept aid. In the US we put many restrictions on projects: no abortion education must be LGBT friendly funds must be distributed fairly to local companies US companies must hire minorities etc. The Chinese government puts things up quickly and lets the locals sort things out on their own. Their goal is to win hearts and minds. Our goal is to force other people to accept American values.

No! China is very different from us. in fact exact the opposite! While we are free to think and talk in US our government dictates what other countries should think and do even choosing who should be in charge (remember the leaked phone conversation between our Ukraine ambassador and the State Dept's Eastern Europe affair?). Our State Dept. officials more often than not acts like imperial colonial officers than diplomats. China on the other hand as you have pointed out may have blocked Google etc. to control internally but they don't detect what other countries should do like us.

Now Kenyans can join the ranks of the brainwashed billion. We've had televised brainwashing here in the States since the early 50s as advertisers increasingly plumb the depths of our cultural symbology and human psychology to modify our thinking. As to our TV news sources they are virtually all "home team sports"; i.e. in matters of foreign policy they generally report what administration officials tell them as truth asking few if any "how do you know that" type questions.
