I am a Chinese student, and while I can’t represent all the Chinese on Quora, I can list a few reasons.
Listen to different voices.
I use Zhihu, an app in China which is similar to Quora. I must admit that I love this kind of app quite much, and I am curious about how the voice differs on Quora. Indeed, on this platform I encounter some questions I’ve never imagined people may raise. I hear some straightforward discussions about Chinese government, about Chinese military power, about whether China should take act aginst South Korea, etc.
2. Learn English.
While I am not here to learn English, some Chinese do want to learn English on Quora. Believe it or not, some Wechat public accounts even recommend Quora as a place to learn English. English on Quora is usually relatively simple and understandable. Moreover,many Quora users are native speakers.
3. Vanishing language barrier
Far more Chinese can speak English than English-speakers can speak Chinese. Even if only a small portion of Chinese who know basic English come to Quora, there will be a number of Chinese.

I don’t think there are so many Chinese on Quora compared to 1.3 billion people in China. And I don’t know why Chinese cannot use Quora. But I KNOW I HAVE CHOOSEN QUORA.
A>The first and foremost reason is that I want to practice my English skills. English is now a world-wide language and if you can’t master it, you parallel fools. Quora is a friendly community for me to practice my poor English. I write answers to make foreign friends aware of a real China, and they correct my grammar mistakes and typos in return. B>Some foreign websites are banned by Chinese government, like Facebook, Youtube, Tumblr and so on. Because they defied Chinese laws, or for some other reasons. Quora, however, is not banned in Mainland China. So I can write answers to share my experiences and my feelings with you guys. Honestly, I prefer Quora rather than Zhihu, because there many ads on Zhihu which do annoy me a lot. Besides, there are various people with various beliefs on Quora. But in my opinion, there are always some stupid questions being posted here; for instance, “Does China have cars?” “Does China have computers?” I don’t know what the purposes of these questions are. As a native Chinese person, I think it’s really an interesting question. I will list some reasons why I came to Quora.
Why can't Chinese people be on Quora?
The internet is worldwide and it's there for all. Chinese people like to keep the pace, many Chinese young people like to use twitter or facebook and so on. Even though they are blocked in mainland China, we still have another way to use them. By the way I want to tell you Quora isn't blocked in China. It is forbidden because they aren't in accordance with Chinese law, they don't want to put their servers in China. Quora isn't against the law.
2. Personal reason: language learning
English is a mainstream language. I'm here for practicing my English. I think it's helpful for me to travel abroad or work. I started to learn English when I was 10 years old and now my spoken English is better than my written English.
3. Personal reason: have a better understanding towards the world
I'm really interested in different cultures, life styles, opinions. I want to communicate with people who come from different backgrounds. I just know it's not that easy for westerners to squat for a while from Quora, to me, squating is quite an easy thing. So Quora can offer me an amazing world.
4. Hope more people know about China
Before I came to Quora, I read lots of news about the questions on Quora from our domestic medias. Many people just ask some weird questions like 'Is there electricity in China?', 'Are there any trains in China?', 'Is there TV in China?'. At the beginning, I was sad that so many people don't know too much about China. I thought people would know some common sense even if they didn't know China. I thought that the teacher, in history class, would tell you that China has 5000 years of history, in the geography class, the teacher will tell you China is the third largest country by land. In Chinese education system, we are taught so much about the world, even a small country like the Vatican. But now when I read those questions, I think they're really funny, and I want to tell you what a real China looks like. If only you know her, you wouldn't be prejudiced against China, and you won't feel afraid of her.

As part of the world, curious about everything, just like people of other countries.
As average Chinese get better cultivated, more and more Chinese acquire the way to reach out for wider world, so as to reach media, technology, idea etc.
Quora has been one of many resources that provide instant and precise ideas from other countries, culture and religion. Getting information directly from the target country is sureely different from the information filtered by Chinese media.
Before getting to know Quora, there’s a similar web called Zhihu (知乎) in China, that provide the same QA platforms with upvote system, to help answers of better quality getting upvoted. Chinese Internet users has been familiar enough to understand Quora quickly.
Plus, Chinese population is huge, so is Chinese Internet user’s amount. Not to mention overseas Chinese across the world.

作为世界的一部分,我们会对一切都充满好奇,其他国家的人也是一样。
随着普通中国人发展的越来越好,越来越多的中国人开始接触更广阔的世界,从而接触到外国的媒体、技术、创意等。
Quora是来自不同国家、文化和宗教的,即时精确的分享想法的平台。可以直接从目标国家获取信息,这与中国媒体过滤信息完全不同。

了解Quora之前,有一个类似的中国网站叫做知乎,提供相同的问答方式和点赞系统的平台,让高质量的回答获得更多的赞数。中国的互联网用户对Quora非常熟悉,他们能很快就理解它。
另外,中国人数量庞大,中国网民的数量也是如此。更不用说遍布全球的海外华人了。

As much as I love blabbing about China to the point of being called “treacherous” by my own parents, this question (or maybe it is its undertone?) is just offensive.
I certainly hope whoever asked this question asked it with legitimate curiosity and lack of knowledge about China, in which case, I’d ask, why not?
Let me first give you my answer for why I am here.
I am from the anglophone part of a country of which English is an official language. This website is in English. Alors, pourquoi pas?
Zhihu (the Chinese equivalent for Quora) makes me nauseous because any discussion related to issues outside of China is so, so one-sided. Since Zhihu is a Chinese online community, most people there speak with a Chinese bias. While I don’t see bias as a problem per se, I really wish there were more opposite voices.
Quora solves both problems for me, and the second one precisely because there are many Chinese here.
If you asked the question out of malicious, racist bigotry, on the other hand, please message me privately, as my would-be response is far too vulgar and indecent to be included in my answer. Thank you.

The first time to answer the question on Quora and answer such a stupid question.
Ok, let me answer the question.
Why are there so many Chinese on Quora? Because China has a large population. The official figures in 2014 were 1.36782 billion people. In other words, one out of every five people in the world is Chinese. So Chinese are everywhere, including Quora.
Another point i would like to say is that many Chinese participate in food, clothing, housing, transportation and so on. Do not forget “Made in China”, you should really look carefully at everything in the house.
What does this mean? This shows that China is getting stronger and stronger.

为什么Quora上有这么多中国人?因为中国人口众多。2014年的官方数据为13.6782亿人。换句话说,世界上每五个人中就有一个是中国人。所以到处都是中国人,包括Quora。

As we all know, China has a large quantity of people. But Chinese who are able and willing to use English are just a small part of people being educated well and having more knowledge than others. So I don’t think there are so many Chinese on Quora.
As for the reasons we use Quora, I suppose there are following points.
Firstly, since Quora doesn’t develop a Chinese version, we have to use English on it so that we can practice it more often. I like to answer on it every day to improve my English abilities
Secondly, there are lots of topics, questions and answers on it and we Chinese can broden our minds by them. We can learn from others about thinking and expressing logically. We know lots of things and thoughts from all over the world as well.
Thirdly, we are curious about the foreigners’ opinions on China. Through seeing and answering the questions about China, we can be open to the world and let foreigners know more about our country. Of course, we can tell others that some of their opinions are one-sided or extreme and provide them with more comprehensive situations in China.

众所周知,中国人口众多。但是有能力并且愿意使用英语的中国人只是一小部分受过良好教育的人,他们比其他人拥有更多的知识。所以我不认为Quora上有那么多的中国人。
至于我们使用Quora的原因,我想有以下几点。

首先,由于Quora没有开发中文版本,我们必须在上面使用英文,这样我们才能练习英语。我喜欢每天回答一些问题,以提高我的英语能力。

Very glad to have my first answer on Quora here. Before this, I only have searched for some professional questions and answers about the financial and economics. Actually I am a student of Jiangxi University Of Finance And Economics, maybe no one have heard my University before, but it’s a quite famous university in the field of finance and economics in China. We have a course which asks us to read about some passages and do some researches, then get everything ready, give a presentation in class. Yes, in English of course. So as clever as I am, I turn to Quora for help because many questions that we have met during the preparations can be so easily answered on Quora. I don’t need to translate the Chinese informations into English any more. What I have to do, is just to understand all the meanings and the definitions from the pro on Quora. I want to express my thanks to Quora and all the friends and the professional here. Surely I am very interested in the questions on Quora, but I just don't have enough time to look through them all and find something to keep on following.

Why wouldn't there be? The internet is there for all.  For your information, Quora isn't blocked in China.
The main reason might be language. Many Chinese speak English pretty well, and Quora isn't exactly hard to find. When you pose a question on Google, usually the top links will lead you to Quora, it used to be Yahoo Answers in the past.
The second reason, is that a lot of Chinese people here, aren't really from China. Well, their ancestors or parents were once from China. For me, I have never been to China, My grandfather came to Malaysia from the Guangdong province.
It might surprise you, but there are millions of Chinese who aren't actually born or living in China. That means that most of these people will have to rely on a second language, usually English. 
Strangely enough, the demographics of Quora is largely Indians, not Chinese. Of course, most users are from the U.S., but Chinese just makes up to about less than 10% of Quora traffic.
