“一个国家,两种宿舍”:短片揭露中国和外国学生之间的宿舍待遇差距 [美国媒体]

本周,外国学生福洋月(Futura Costaglione)制作的一部短片在新浪微博上疯传。这部名为“一个国家,两种宿舍”的短片,刻画了中国大学宿舍中的“两种不同的世界”。

A short movie made by foreign student Futura Costaglione went viral on Sina Weibo this week. The film titled “One Country Two Dorms” features the ‘two different worlds’ within Chinese university dormitories.

本周,外国学生福洋月(Futura Costaglione)制作的一部短片在新浪微博上疯传。这部名为“一个国家,两种宿舍”的短片,刻画了中国大学宿舍中的“两种不同的世界”。

In the short movie project made for a class assignment Costaglione interviewed 12 students (six Chinese and six foreign) from two colleges in Lanzhou and Beijing and compared their dorm conditions.

在一次为课堂作业而制作的短片专题中,福洋月采访了来自兰州和北京的两所大学的12名学生(6名中国人和6名外国人),并比较了他们的宿舍条件。

The movie shows that Chinese students have very different living conditions from their foreign counterparts; while the foreign students enjoy spacious 2-person dorm rooms the local Chinese students have crowded 6 to 8-people rooms to live in.

短片显示中国学生和其外国同学们不同的生活条件;外国学生享受宽敞的2人宿舍,而本土中国学生却挤在6-8人间的宿舍里。



Chinese students are also subject to restrictions that foreign students do not have such as limited electricity and hot water supplies or time curfews.

中国学生也有受到些外国学生没有的限制条件,比如电力和热水供应受限,或者定时宵禁。

By now the original video has been viewed over 340000 times. However after numerous reposts the video went completely viral and received more than 10000 reposts and thousands of comments.

到目前为止,原视频观看量已过34万次。然而,经过多次转发,视频完全是病毒式传播,并收到了超过1万个转发和数以千计的评论。

“It is not fair that Chinese students should live like this” Costaglione states in her movie: “As a foreigner I feel guilty for my living standards if I think about how my Chinese counterparts live.”

“Thanks to some initiatives like the ‘One Belt One Road’ launched in these recent years the number of foreign students studying in China has constantly increased arriving to 450000 in 2016” Costaglione explains: “The Chinese government is therefore investing millions of yuan to make their living conditions respectable for international standards. But at what price?”

“由于近年来开展的“一带一路”等倡议,在中国的外国留学生数量不断增加,到2016年间达到45万人,”福洋月解释说:“因此,中国政府投资数百万元来改善学生们的生活条件以符合国际标准。但代价是什么呢?“

According to a report from the Chinese Ministry of Education in 2016 there are more than 442000 foreign students studying in 829 different Chinese universities. Comparing to statistics in 2015 the number of foreign students increased by 11.35% in just one year.

根据中国教育部2016年的报告,有超过44.2万名外国留学生就读于829所中国大学。 与2015年的统计数据相比,外国学生的数量在短短一年内增加了11.35%。

For the Chinese government the increasing number of foreign students is not just a sign of the country’s own economic prosperity but also an opportunity to show a good image of China to the world. The use of foreign students in Chinese propaganda campaigns is something that has been highlighted in foreign media before.

对中国政府来说,外国留学生的人数增长不仅是中国经济繁荣的标志,也是一个向世界展示中国良好形象的机会。以前外国媒体会特别强调中国宣传活动中利用外国学生们其形象的举动。

It is not the first time that foreign students’ alleged privilege has become a trending topic in China. In 2011 online discussions were fueled after Beijing News reported that Peking University had renovated the dorms for its foreign students but not for the Chinese local students who were living in rooms without air conditioning.

在中国,外国学生们所谓的特权已不是第一次成为热门话题了。2011年,《新京报》报道北京大学为其外国学生们翻新整修宿舍,但没有为那些没住空调房的中国本土学生修缮宿舍后,而在网上激起了热议。

In 2018 the issue became a topic of discussion again when the Ministry of Education allocated twice the budget to foreign students than to local elementary schools and middle schools. Although the Ministry of Education denied the allegations it still triggered anger among netizens who suggested that foreign students in China were wasting government money.

2018年,教育部又把两倍的预算分配给外国学生,而不是地方中小学,这个问题再次成为热议话题。尽管教育部否认了这些指控,但仍引起了网民们的愤怒,他们认为在中国的外国留学生们正在浪费政府资金。

Costaglione’s movie has also received many angry comments on Weibo where users are not upset by the movie itself but with the university administrations responsible for the existing inequalities. 

福洋月在微博上发布的视频已经收到很多愤怒的评论,倒不是对这个视频本身感到愤懑,而是对目前高校管理机构现存的区别对待(本国学生和外国留学生们)而感到愤怒。

“Many stupid schools are doing this! It seems like more foreigners on campus would be a pride for them LOL” one commenter points out. Another Weibo user writes: “My university is like foreign students have air conditioners while we only have fans. There are eight people in one room.” 

一网友指出,“许多愚蠢的学校都是这样做的(区别对待本国和留学生)!似乎大学里的外国留学生越多,校方就越觉得骄傲。笑死人了。”另一微博用户写道:“我所在的大学,留学生宿舍有空调,但我们中国大学生只有一把风扇,并且8个人挤在一间宿舍里。”

Some time ago Weibo users collectively shared pictures of their dorm conditions online. While some showed how a girl’s dorm at Sichuan Agricultural University is equipped with TV air-conditioning, elevator, and mattresses others showed how one dormitory in Guangzhou is among the worst in the country; its main point of interest being its bathroom with two squat toilets right next to each other. “Ideal for lovebirds” netizens mockingly said.

不久前,微博上很多人分享了自己大学宿舍的照片。其中四川农业大学女生宿舍展示了她们的宿舍配置:电视机、空调、电梯和床垫。另有广州的大学生展示了有可能是这个国家最差的宿舍条件(如下图):厕所里面并排着两个蹲便器。有网民戏谑称之为“情侣”专用!



“We are always second-class citizens” one Weibo user posted sarcastically adding: “Why don’t we just kneel down all the time already? Stop peeking at the noble foreigners.” 

一位微博用户讽刺挖苦补充道:我们总是“二等公民“,“为什么我们不干脆一直跪着呢?别再卑躬屈膝仰视外国人了!”

“The Party has these foreigners living in these nice places so let’s just shut up” another commenter says hinting at the major role politics play in creating these kinds of privilege and disparity. 

另一位网民说道:“就让外国留学生们住在这些舒适的宿舍里吧,我们就闭嘴吧。”另一位网名暗示造成这种给予外国留学生特权和优待的主要原因是政治因素。

While most of the commenters express their concerns about the unfair policies Chinese university administrations make there are also those who express blatant hate towards foreigners: “Chinese universities want to show that they are globalized. They pay a lot of money to import rubbish foreign students. These students are scammers rapists and bring AIDS into our country.” 

大部分评论者表达了其对中国高校不公政策的担忧,也有些人对外国人表现出了公然的憎恶:“中国高校为了显示自己‘国际化’,倒贴钱引进大批洋垃圾留学生骗钱偏色传染艾滋病。”

Another person writes: “China is the only country that treats its own citizens worse than foreigners.”

另一个人评论道:“中国是全世界唯一一个对待自己公民不如外国人的国家!”



There are also many people however who do not seem to understand what the fuss is about and mention the price difference between the dorms. In Costaglione’s movie one Chinese student mentions the yearly fee of her dorm is 1500 yuan (±US$230) while the foreign students with a daily fee of 40 yuan pay 13440 yuan (±US$2045) per year. 

然而,也有很多人不懂这一事有何大惊小怪,同时提到这两种宿舍之间的费用差距。在福洋月的这段视频中,一位中国学生提到自己一学期的住宿费用为1500人民币(±230美元),然而留学生一天的住宿费用为40人民币,相当于一年13440人民币(±2045美元)。

“I won’t say anything” one Weibo user says: “They pay way more for their dorms.” Another commenter adds: “Don’t you all know that foreigners also pay so much for their dorm daily that it costs them ten-thousands of yuan yearly? Chinese students only pay about 1000 yuan per year. There’s nothing to be sour about.” 

一位微博网民说,“我没什么好说的,他们的宿舍费用更贵。”另一位网民附和道:“你们不知道洋学生他们的住宿费用是按天算的吗?一年要几万块钱吧,中国学生一般是1000块一年吧,这好像没什么好酸的吧。”

“I study in Beijing and we pay 600-800 yuan (±US$90-122) for our dorms per semester” another person writes: “The foreigners pay a daily fee. Different prices will give you different conditions.” 

另一位网民说道:“我在北京读大学,一个学期住宿费为600-800人民币(±90-122美元),而外国留学生是按天算住宿费用的。不同的价格会让你享受到不同的住宿条件。”

Yet many people do not think the comparison is fair with some saying: “The thing is they generally receive a scholarship and don’t even need to pay.” 

但是,也有很多人说上述说法有失偏颇,因为事实上“留学生每年都有奖学金(政府补贴)可拿,他们根本不用掏一分钱。”

Depending on the university Chinese students often do not have the option to live in foreign dorms while foreigners often also do not have the option to live in Chinese dorms. In some universities however students live together. 

视所在大学而定,中国大学生常是没有机会住进外国学生宿舍里的,而外国学生也没有机会体验中国大学生的宿舍。但在一些大学里,不管本土还是外国,学生们都是住在一起的。

One commenter on Q & A platform Quora where the issue was previously also discussed writes: “The university I went to has a program where domestic students can apply for international dorms as long as they agree to host parties for foreign students during some Chinese festivals – but not vice versa.” 

果壳问答网上也有类似讨论,其中一位评论者写道:“我读的那所大学正在实施一个项目,即中国本土大学生也可以住进留学生宿舍,只要他们可以在中国一些传统节日期间为留学生举办聚会就行——但留学生则不用。”

“It’s just a matter of ‘one country two systems'” one Weibo commenter writes: “That’s not too hard to understand or is it?”

One commentor got it right foreign student dorms cost 10-20x more. I’d love them to see the kind of apartments/dorms some Chinese students get abroad it’s ridiculous.
My point is that it’s the same around the world.

Foreign students being invited to Chinese universities are primarily a money making method for the university. The foreign dorms are a lot more expensive.
The yearly price of 1500rmb is the MONTHLY price for foreign dorms.

中国大学招外国留学生主要是为了赚钱吧。留学生宿舍贵太多了。中国学生每年1500的住宿费不过是留学生一个月的住宿费。

The dorm price is nothing in comparison to the subsidies and free money that universities get from the government for each foreign student they get money that is never spent on making foreign students (or any student) more comfortable or on improving the university but is swiftly pocketed by the people in charge and never mentioned again. This is the reason why every universities in China want more foreign students.

住宿费用与大学获得的补贴和免费资金相比差远了,政府为每个外国学生资助的钱从来没有花在让外国学生(或任何学生)更舒适或改善大学条件的事情上,这些钱被管事的人迅速地塞进其腰包,然后就再也没有被提起过了。这就是为什么中国的每所大学都希望有更多的外国学生。

What is the price difference?
Stop saying chinese are second class citizens in china. Foreigners who live here are openly and blatantly reminded that they are not welcome almost daily.

For many they don't have any other choice. Even if they did those Chinese dorms simply shouldn't even BE a choice. You got to give it to those kids for making do.

I know right don't blame foreigners for it blame the university and the government that don't care about their own people. The solution isn't to bring down foreigners' dorms to Chinese dorms' level the solution is to raise Chinese dorms to foreigners' dorm level.

Amen. Same complaints were being made when it was suggested that the gfw be dropped for foreigners in Hainan. Didn't read about any outrage about Chinese people being shut off from the world wide web in the first place though.

That would be a start for sure.
Beyond that though it can't possibly be hard for the universities to at least make the most basic of upgrades for the cheapo Chinese dorms. At least make an effort. I know plenty of schools can afford it (although it's certainly possible that some really can't who knows).

Man. The dorms at BLCU. the worst dorm for foreign students is dorm 1. You pay 1000rmb per month. And what you get is a prison : no wallpaper no western toilets cockroaches... It's a nightmare.

There's no need. The rich students already rent off-campus housing if their parents are rich.
The only difference would be in your proposal these better quality housing would be provided by the school. The school is far more concerned about (the appearance) of equality than satisfying a few rich students.

Huge price difference but most international students are covered by government scholarships. One bed in a double room at my university in Chongqing costs 9000 per year if you do pay while my girlfriend's 4 person dorm was under 1000 for the year.

Much more expensive now in Chongqing. I used to pay 600 or 800 rmb per month (cannot remember but somewhere around 600-800 rmb per month) for a single room with WC in Chongqing University back in like 2011.

Having done a year long study abroad in China I can vouch for this. The foreigner dorms were so much nicer than their Chinese counterparts.
The foreigner dorms had two elevators and a guy who delivered gallon jugs of drinkable water to each individual dorm daily (though you had to pay him 10块). Additionally each room has its own bathroom with a toilet (马桶) shower/hot water heater and sink. There was also a small kitchen area with a table kitchen sink cupboards and a vent/hood. In total there were four people per dorm.

在中国留学一年,我可以担保这点。外国人的宿舍条件比中国同学好太多了。留学生宿舍楼有两个电梯,一伙计每天给每个单间宿舍送一桶可饮用水(尽管你需要付他10块钱)。此外,每个房间都配有带马桶的卫生间、热水器和水槽。还有一个带餐桌、水槽、橱柜和通风口的小厨房。每个宿舍总共住四个人。

In contrast the Chinese student's dorms were complete crap. There were no elevators meaning your life sucked if you lived on one of the upper floors (my friend lived on the 7th floor). There is one communal bathroom per floor which were absolutely disgusting. There were no showers in the building so they'd have to go to a separate communal shower building and wait in line butt naked for their turn. Also no way of getting clean water in the dorm building (boiling water was against the rules and actually enforced) so you'd have to go yet again go to a separate water building to pay and fill up a large thermos with water. The dorm rooms themselves where much smaller consisting solely of lofted beds with a desk underneath each. There were 6 Chinese students per dorm room.

相比之下,中国学生的宿舍条件简直一团糟。他们那里没有电梯,这意味着如果你住在高层那就完了(我朋友住在7楼)。每楼层有个公共厕所,非常恶心。楼里没有洗浴室,所以他们要在另一栋楼的公共澡堂洗澡,还要光着屁股排好长的队才能洗到澡。楼里也没有干净的水(烧水违反规定,严禁),因此你又必须到水房用暖水瓶打水。宿舍也小很多,挤满上铺睡人下铺放桌子的上下床。每个宿舍住六个人。

Interestingly it seemed like the school was trying to hide the quality disparity because Chinese students were not allowed in the foreigner dorms. They enforced this by legit using a fingerprint scanner on the only door into the building putting cctv cameras in every hallway and stationing an 阿姨 in the front office to keep tabs on who was coming and going. Foreigners weren't allowed into the Chinese dorms either with an 阿姨 posted at the front door (though I snuck in a few times to check it out and hang with friends).

有意思的是,学校好像不想让大家知道宿舍条件的区别,因为中国学生不允许到留学生宿舍里去。他们给楼里唯一的门装上指纹扫描,每个走廊都安装监控摄像头,门卫安排阿姨确保来来往往的人是外国人。外国留学生也不允许去中国学生的宿舍,阿姨会在门口看着(尽管我偷偷进去过几次和朋友玩,发现了这些差距)。

If this (foreigner-made) video is really capable of provoking Chinese anger then the simple fact that six Chinese students are crammed into a dorm would itself have been cause for concern. But a lack of critical thinking has allowed this problem to never be addressed only coming to the forefront due to a comparison with laowai a comparison that brings out Chinese feelings of deep resentment/superiority.

如果这个(外国人制作的)视频确实能够激起中国人的愤怒,那么六个中国学生被塞进一个宿舍的这个简单事实就能引起人们的关注。但缺少批判思维导致这个问题永远摆不上台面,反而与老外的比较让中国人感到深深的怨恨/优越感。

Why be concerned with better living standards when locals insist on paying bottom dollar on cheap unregulated street food made with suspect ingredients. People here aren't willing to pay for better and are angry to have that uncomfortable fact made public.

There's that usual pattern in China when something is justifiably wrong and unfair to carefully avoid pointing fingers at authorities at the origin of the mess if they are Chinese. Foreigners however are fine to point out even if they never decided anything about the situation. FFS...

A great comparison is with tips in the US. If someone doesn't tip the waiters will get mad at the customer for not paying their wage instead of at the boss who is too cheap to pay a proper salary.

Why? Tipping is a uniquely American thing I've never been to any other country but America where tipping is essentially mandatory. Why should I pay even more of my money because the restaurant wants to be cheap and not pay their staff a living wage?

I completely agree that restaurant workers in the US should be paid a decent wage and that tipping shouldn’t be required. But they aren’t so it is. Restaurants aren’t going to start paying servers more than $2.13/hour unless there are laws requiring them to do so.

Well why should the anger be directed at me for not tipping? Tipping just serves to legitimise worker exploitation and maybe if waiters weren't getting tipped there would finally be some call for reform

Because you’re punishing employees because of a moral disagreement with their employer. If you don’t like tipping go to restaurants where tips aren’t required.
I’m assuming you’ve never worked retail or food service.

I usually just get an AirBnb when I'm studying in China. The host are cool if you read the reviews and you get some personal space. Cheaper than rent in NYC most of the time.

I was poor in the U.S. didn't have enough money to afford a cheap apartment let alone a dorm at my university. I just slept in the individual study rooms at my library. Sure there aren't great conditions but it's not terrible. My wife lived in an 8 person dorm for 4 years and doesn't complain. Education in China for Chinese nationals is dirt cheap at the university level and the housing is equally cheap. I would like to see conditions improve a bit but honestly I think its great that several rich kids end up living like that for a few years. Imo more than a few Americans should experience that as well way too much privilege for wealthier youngsters.

You must have attended a very large public university if the library had study rooms available all night and that were available for longer than a few hours at a time. Nobody would have been able to sleep in the study rooms at the library I worked at in college.

University of Arizona I forgot which day I think Sunday I had to sleep on the floor in friends dorm because the library was closed that night. Every other night it was open. It worked for me because I tutored athletes at the school and they let me shower there :)

this article is just a data point of the increasing anti-foreigner sentiment in China. finally the Chinese start to shake off the idea that somehow foreigners are superior but sometimes they overcompensate.

People should stop downvoting you. Everything you said is true.
Many Chinese are starting to come around to the idea that people who have different skin are not so special. That's a good thing.
Also as you point out many Chinese are taking it too far and now want to take it out on every foreigner. Which is just as ridiculous.
It's a process that the country is going through. So many people come from a background that had close to 0 interactions with people from other cultures. Still today many people in bigger cities share eye contact with non-Chinese people once a year and much less. Chinese cities are incredibly homogeneous.
