United Nations(AP) -- North Korea's ambassador called on the U.N. Security Council Wednesdayto urgently discuss the recent U.S. joint naval exercise near the Koreanpeninsula, calling it preparation for a pre-emptive strike and nuclear waragainst his country.

联合国(美联社)——朝鲜大使周三呼吁联合国安理会紧急讨论最近在朝鲜半岛附近举行的美韩联合军演，称这是在为对朝鲜先发制人的核战争做准备。

Ja Song Nam saidin a letter, a copy of which was sent to The Associated Press, that the navalexercise was the largest "waged with general mobilization of the nuclearstrategic assets" after U.S. President Donald Trump last month "madethe most ferocious declaration of war in history by claiming to 'totallydestroy' the DPRK."

Ja said the navalexercise, which began Oct. 16 and involved the nuclear aircraft carrier RonaldReagan, three nuclear submarines, Aegis destroyers and more than 40 otherbattleships and fighter aircraft "of all kinds," increased tensionson the Korean peninsula.

The five-day navaldrills with the South Korean navy came ahead of Trump's first official visit toAsia next month, which is likely to be overshadowed by tensions with NorthKorea over its escalating nuclear and ballistic missile programs.

"What cannotbe overlooked," the DPRK's Ja said, "is the fact that the U.S., notbeing contented with the joint military exercise on the Korean peninsula, iskicking up the racket of military pressure upon the DPRK on a worldwide scaleand is becoming more undisguised in its attempt to introduce NATO and otherarmed forces of its followers into the Korean peninsula in case ofemergency."

In the letteraddressed to France's U.N. Ambassador Francois Delattre, the current SecurityCouncil president, he asked for the council to bring up the U.S. joint militaryexercise as an "urgent agenda item," saying "these militaryexercises constitute (a) clear threat to international peace and security."

"No other countryin the world than the DPRK has ever been subjected to such an extreme anddirect nuclear threat from the U.S. for such a long time and witnessed on itsdoor such nuclear war exercises which are the most vicious and ferocious intheir scale, style, aim and essence," the ambassador said.

North Korea hasrepeatedly urged the Security Council to discuss U.S.-South Korea militaryexercises, but its requests have never been taken up. The United States is apermanent, veto-wielding council member.

If the councilignores the DPRK request again, Ja said, it will demonstrate "more clearly"that the U.N.'s most powerful body is only a "political tool" of theUnited States.

The DPRKambassador, in a separate letter, reiterated a request for thesecretary-general to organize an international forum of lawyers to clarify thelegal basis of the Security Council's increasingly tough sanctions resolutions,imposed in response to its nuclear and ballistic missile tests.

Ja suggestedseveral issues for discussion including: Why was North Korea's satellite launchprohibited when international law "stipulates that peaceful use of outerspace is an inalienable sovereignty of the state?" Why are North Korea'snuclear tests banned when the nuclear test ban treaty has not yet come intoeffect?

JA建议讨论几个问题：国际法规定“和平利用外层空间是每个国家不可剥夺的主权”时，为何禁止朝鲜发射卫星？既然《禁止核试验条约》尚未生效，朝鲜的核试验为何被禁止？

In March, Ja saidthe U.N. Secretariat should not again respond with the "preposterousout-of-date sophistries" that it is up to the Security Council todetermine what constitutes a threat to international peace and security.
