I live in California and Chinese investors are bringing so much wealth into our great state. They are buying up thousands of homes worth millions and I only have one question: how did they get so rich? More importantly why isn't the Chinese government doing more to stop this transfer of wealth outside their country?

They have legalized indentured servitude. A lot of big businesses in China capitalize on depressed wages as a result of the Hukou system. There are huge numbers of people technically living above the poverty line but with no access to basic resources and for whom food security is a serious concern. These people have no legal way of applying for jobs that can support you (imagine if it was illegal for you to ever take a job that would pay more than minimum wage and the guy hiring you also decides what that minimum is) Sure a dollar a day will keep you alive in impoverished parts of Africa or India but when your currency has been artificially dued by the government you start having massive issues. This means that there are a number of people who have made vast sums of money by doing nothing but forcing others to work for a pittance. You ever notice how all the rich chinese immigrants are Han? You don't see many Yi Hui or Uighur minorities outside of the Guo. Compare the facial features of recent Chinese immigrants to the ones who came when the Han occupied their land and stole their livelihoods. The Chinese immigrants from 50+ years ago were majority han but had significant populations of other minorities invaded by the Han. Today the immigrants coming to our countries have stolen either directly or indirectly the wealth of the other races and cultures the Communist Han empire conquered and that is why they are so wealthy. Pretty much the same reason white people are pretty well off but this is happening right now not hundreds of years ago.

The reason the CPC is not stopping this outflow of wealth is because it's almost exclusively CPC party members who are doing the leaving and you don't need to keep money in the country if your workforce is basically enslaved.

The government is really trying to stop the flow of wealth but there's really nothing worth investing in domestically for wealthy people. Housing was traditionally the go to but the prices are sky high and an adjustment seems likely. The stock market is still unreliable. Where the hell are you supposed to grow your money domestically?

If you have a large population then you'll have a proportionally similar but number wise larger number of rich people. Also If a Chinese person starts a business his/her market share potlential is much bigger than an American business domestically.

They are rich because we are poor. Our money is flowing over to China and they are giving us their labor and products. How many Americans would work in a factory for $2/ hour?

Chinese people in general are motivated by money. It’s a money culture built upon status. They are also very aggressive when it comes to risk taking. When they spot an opportunity they will bet the farm. Many have made millions in a very short period of time. Some legally most through connections of some kind. Remember there is no shame on how you got rich only shame in being poor.

Starting in the mid-80s economic reforms created a lot of commercial opportunities with immense markets opening. With so much low hanging fruits around China had 30 years of growth like Europe post WW2 or most countries after a war or a disaster. China having such a large population the scale of the boom was mind-blowing. Some people emerged billionaires. Then integration in the WTO provided even more opportunities thank to a cheap labor force cheap energy and small concern for consequences like pollution.

why isn't the Chinese government doing more to stop this transfer of wealth outside their country?
The people who got rich as mentioned above had to have connection with the government to keep their business floating. A lot of cogs in needs for some "oil"... More often than not those people who saw opportunities are also working for the government ! Something like 90% of the Chinese billionaire are member of the CCP. Thus for the government stopping the wealth evasion is kinda cutting the branch they are sitting on.

The Chinese government is doing a lot to stop the flow of wealth out of China but they can't stop it all. There's a ton of people trying to get their money out of China.

As to how they earnt that money... I'm tempted to say there's 'good' money and 'bad' money. Obviously due to China's economic development a lot of people have made money being innovative opening businesses being in the right place at the right time. The last one being especially true of property prices. It's possible to have become a millionaire (USD) in China simply by doing nothing. The apartment your parents bought 20 years ago will have increased in value tremendously.

Everything from top government officials e.g. you want to build on this bit of land? Bribe. To small school office staff. You want your kid in this class? Bribe. It's literally everywhere. So although salaries may be low on paper there's a ton of 'bonus' money.
