Chinese government has been working on deal with this problem since ten years ago. During these years, the government has made much effort to reduce pollution, such as moving polluted industries away from cities, making more strict environmental regulations and rules. However, if you ask some residents living in second-tier cities about smog pollution, they will tell you it becomes worse every year.
Because China has been in a dilemma now.
China is a both rich and poor country. The whole country is very rich while most of its people are still living in poverty. That is why China has to keep the economy fast growing to enrich about 800 million population out of poverty.
Thanks to sub-prime crisis, China’s economy also has been damaged since 2008. Today, China’s economic growth per year has decreased to less than 7%, comparing to 10% a decade ago. If the growth goes down to 6% or 5%, millions of young people from rural villages will not find jobs to raise themselves.Compare to air pollution, unemployed crisis is definely the last thing which the central government wants to see, because China is not a welfare country. As the biggest industrial country, chinese government must depend on industries to create jobs and wealth at the current stage. In order to guarantee economy growth and employment rate, the local government are weak to punish those big polluted factories, not mention shut down them.
If the government doesn’t stop factories from releasing toxic emissions, local residents will complain.
So, there is a ridiculous situation in front of chinese government: both shutting down polluted factories and letting them open will make the population angry.

中国政府自十年前就已经一直在处理这个问题了。这些年来，政府为减少污染作出了很大努力，例如把污染工业从城市移走，制定更严格的环境法规和规章。但是，如果你问一些居住在二线城市的居民是否有烟雾污染，他们会告诉你情况每年都在变得更糟。
因为中国现在处于两难的境地。
中国既是富国又是穷国。整个国家很富有，然而大多数人仍然生活在贫困中。这就是为什么中国要保持经济快速增长，因为还要让8亿人口脱困。
受次贷危机的影响，2008年以来中国经济也受到了损害。相比于十年前每年10%的经济增长率，今天中国的经济每年增长已经下降到不足7%。如果经济增长率下降到6%或5%，农村地区数以百万计的年轻人将找不到工作来养活自己。与空气污染相比，失业危机才是中央政府最不想看到的事情，因为中国不是一个福利国家。作为世界上最大的工业国，中国政府必须在现阶段依靠工业创造就业机会和财富。为保证经济增长和就业率，地方政府无力惩罚这些污染严重的工厂，更不用说关闭这些工厂了。
如果政府不阻止工厂排放有毒排放物，当地居民就会抱怨。
因此，中国政府面临着一种荒诞的局面：无论是关闭工厂还是开放工厂都会使民众感到愤怒。

According to these data Beijing does make progress.Chinese government takes efforts to improve the environment.
Beijing as a cosmopolitan attracts worldwide attentions and residents’ focus. If the environment does not improve,Chinese government would be under big pressure.This is one reason why Chinese government inclines to put more resources in Beijing’s environment improvement instead of other cities.Many serious polluted cities in China do not make as much progress as Beijing.
China is still a developing country which means it concentrates more on GDP increase instead of pollution.But this does not mean China has done nothing to improve the pollution，nor it hasn’t made any progress.Look at Beijing.

我想向你们展示一下北京近3年来治理污染所取得的进展：
1）北京在改善污染方面所花的钱：
2012年：17亿元
2013年：30亿元
2014年：61.2亿元
2015年：134亿元
2016年：165亿元
2）pm 2.5的平均浓度：

2014年：85.9微克/立方米

3）全年好天气的日子：
2014年：28天
2015年：50天

4）全年受严重污染的日子：

根据这些数据来看，北京确实取得了进展。中国政府正在努力改善环境。
作为国际大都会的北京吸引了全世界和居民的关注。如果环境没有好转，中国政府将面临巨大压力，这是中国政府倾向于把更多资源投入到北京环境的改善而不是其他城市的原因之一。中国许多环境污染严重的城市并没有取得像北京那样的进步...
中国仍然是一个发展中国家，这意味着它会更多地关注GDP的增长而不是污染。但这并不意味着中国没有任何改善污染的方法，也不是没有取得任何进展。

Actually China is doing a great deal about their pollution. When I visited Chongqing in 2001 (China’s largest municipality) it was the most polluted city in China, the sky was always grey and you could never see the sun. Now, the sky is blue, the sun bright and Chongqing is not even on the list of China’s most polluted cities. Chongqing is a mountain city so they moved heavy industry behind the mountains. All taxis and buses run on propane and government officials spend a portion of their weekend planting trees (carbon dioxide intake and oxygen output). It is more difficult for cities located on a flat plain. The Three Gorge Dam caused hundreds of coal plants to shut down for electricity production. China has two problems that cannot be solved at this point in time. Every human being uses energy so they will always be producing energy byproducts (pollution), so the only true test of how a country controls pollution is “per capita polluters”. The biggest per capita polluters are Australia, USA and Canada. The second problem that China has is too much wealth. Beijing, just one city, has almost six million vehicles all of which produce pollution.

其实中国在治理污染方面做了很多工作。我在2001年访问重庆（中国最大的直辖市）时，这里是中国污染最严重的城市，天空总是灰蒙蒙的，你永远也看不到太阳。现在，这里的天空是蓝的，阳光灿烂，重庆甚至已经不在中国污染最严重的城市之列。重庆是一座山城，于是他们把重工业转移到了山的背面。所有出租车和公共汽车都使用丙烷，政府官员也会花费一部分周末去种植树木（吸收二氧化碳输出氧气）。位于平坦平原上的城市（治理污染）更为困难。三峡大坝使数百座煤电厂停产发电。中国目前有两个问题无法解决。每个人都在使用能源，所以他们一直在生产能源副产品（污染），因此，对一个国家如何控制污染的唯一真正的考验就是“人均污染”。人均污染最大的是澳大利亚、美国和加拿大。中国的第二个问题是财富太多。仅仅北京一个城市，就有将近六百万辆汽车，而它们都会产生污染。

25 Unbelievable Facts about Pollution in India and Global According the this report, USA is more polluted than India. Among the top 20 polluted cities, 13 are in India.
Industry pollutes. That’s it. If westerner consumer so much,the goods must be manufactured some where and pollute there. China can cut manufactures, and transfer the industry to India and Vietnam, that can reduce pollution in China but doesn’t change a bit globally.
The policy fighting CO2 emission is ill formulated. Carbon tax should be taxed on consumer, not manufacture. Or we are just redistribute the pollution, not reduce it.
China’s pollution is more benign than the smog of London when England in industrializing. Smog of London was SO2. It kills.

Chinese government has put lots of efforts into reducing pollution; shutting down low productivity power station and investing a huge amount of money into renewable energy sectors.(more than rest of the world combined. I wasn’t sure the figures now but I did do my research 2 years ago.)
There are other measures taken by the government but I guess people who wrote the question wouldn't bother to dig into the details.( and I don't quite know how deep did the government involve into other matters)
It is understandable because there is no desire for people to have a clear pictures about other country unless there is an academic purpose or a self-interest.

My take:
China isn't ignoring pollution. It's just putting it further down its "ToDo" list, feeling economic growth and stability and governmental stability are more important at the moment. They're "getting to it", but don't realize it's not really something you can put on the back burner for long.
However, it won't matter how clean their air is if people are starving or there's riots in the streets, so they do have somewhat of a point.
I just don't have a better suggestion for them, is all. :/

中国不是无视污染。只是把它放在“待办事项”名单上，目前经济增长和稳定以及政府稳定更为重要。他们正在“实现它”，但没有意识到它并不是你可以长期搁置的东西。

The premise of the question is completely false. China is taking more drastic steps to combat pollution than any nation ever has previously. In Beijing you have to enter a drawing in order to get a license plate for a new car; many people have to wait months or years, and once you get it you can only drive it certain days of the week. The city is planning to shut every coal-fired power plant in the municipality by 2017. In Shanghai, license plates are auctioned off for thousands of dollars. China leads the world in investment in renewable power. It's not at all a perfect or uniformly successful effort, and it likely will take decades to address the problem, but what more would you like them to do?
The Chinese government is not doing this because they love the earth, they are doing it because they have realized that pollution has become a tremendous drag on growth and threatens their legitimacy to rule. But the result will be the same.

It has taken decades for China to develop its industrial and economic growth without much concern for the environment.  One must never focus on GDP growth alone because without a degraded environment, the people's health is affected and will cause inefficiency.  A country cannot exist with one and not the other.
China has yet to moderate its break-neck growth in concert with environment protection.
China need to realise that when the very environment which sustain life is degraded, the quality of life will also suffers and if degraded enough, it will not sustain life itself.
It has taken decades to form the pollution that bedevil the big cities like Beijing and Shanghai and it will take some time to reduce same.
The administrators of these cities must never resile from biting the bullet and begin concrete steps to reduce the pollution now before it gets any worse.
No pussy footing around and enforce rigidly the contry's anti-pollution laws and make any polluters pay and pay dearly.
For then and only then will the people be able to breathe fresher air and drink cleaner water. 
Everyone will be healthier and happier and China will have a win-win new day on its hands.

China is a developing country now . It must take more attention into economy and infrastructures.Even so , some perhaps say that way don't combine development with environment ?

We are doing our most best effort to the pollution.
But the pollution is so complicated . It’s really not easy to resolve it in short time.
I am not professional in this field as a common people. But you know well that China is the world factory, so the industrial pollution is huge. Can we close these factories? No. Should we go back to the poverty before liberation? No one will allow.
I think it’s a period that we must experience in the economy developing process.
However, I am optimistic for the resolution of the pollution issue. Anyway, the technology is developing so fast and the most of importance is that the awareness of the environment protection is arising , from both our government and all common Chinese people.
