Then, “why do old women in China like to dance in public?”, there are several elements in the question: Why, old women, China, dance, public.

I think art is a universal language, no matter what your race is, no matter on which continent you are living, no matter which nation you are from, as human being, we need art, of various forms though, to entertain us and to differentiate us from other creatures on this blue planet. Dancing is definitely one form of art. Most people across the world enjoy dancing, and Chinese people are of no exception.

Old ones can find companionship in this loose group; 4. Since it’s loose, one can choose to come and leave freely, and don’t need to ask for a leave and won’t affect others in the group.

I would like to give an example of my mom, who is in her late 60s. She loves singing and dancing. Back before she got married with my dad, she was one of the members of their local art troupe in the village. After she got married and within the next years, gave birth to several children, she was just too busy to care about any of her hobbies. And of course, during that time, most people in China were still living in a miserable status, they don’t have the time and the spirit to, and were neither encouraged to have hobbies.

When you walk the streets of China, every night you inevitably stroll pass a group of elderly people, mainly women, who are dancing in unison accompanied to the tunes of traditional Chinese music blaring on a stereo.

This is an easy one to answer. Some of these questions on Quora about China seem to be trolling or deliberately trying to project a bad image of China. 
There are no sinister or hidden meanings in why Chinese dance in public. It's a way to socialize and get some exercise at the same time. Chinese people value health and this is one way to promote a healthy lifestyle. If you ever watch them, they all seem happy. I always wondered what they would think if I joined them. ha!

I'm really rather confused on how you made a connection between old ladies dancing in the park (or anyone dancing) and the political movement. When college students party in the dorms is it because of the Republican and/or Democratic party? 
Since other answers have covered the whole bit about entertainment and the reasoning behind it, I'll be making most of this answer on different types of dancing.

Some time (this is generally in the morning) people gather to learn Taichi. There's always a person leading in the front (whoever has the background experience). I think of this as a morning jog for lot of people. Instead of actually running around, they do routines in martial arts to exercise themselves for free! How nice is that?

Again, there will be one person who knows a routine and the rest will follow.

So to be able to afford a spacious gym membership just to exercise, you must be high up on the income spectrum. But if you want to dance in the park, all you need is music, your friends and willingness to have fun.

This has nothing to do with Communist/Moist. People who dislike CPC/Mao, people who are Falungong disciples, all dance. 
Simply because
1. Middle aged ladies are retired and has really nothing to do (surprising to US people: my mom retired at 45 and has been getting pension as much as monthly salary since. This is another surprising but prent truth, that China's social security benefit system is great)
2. They don't want to be couch potatoes, and they don't need to work, and they don't have a lot natural places (hiking trails) nearby. They want to social, and exercise, and pay nothing.
3. Therefore "Plaza Dancing" fulfills all the above 3 needs. The noise problem has been a wellknown common issue and has been addressed case by case via various means/ compromises. After all, everyone understands each other.

In China parks are for doing stuff and are heavily used. Indoor space was cramped and uncomfortable in heat and humidity before air conditioning. The word for park is 公园 "public garden" suggesting a space for human use, that in prerevolutionary China was a prestigious luxury of the rich, but was now available to the masses, who used them enthusiastically.  
The American idea of a park seems to be more as nature preserved from human activity, with activities like hiking quietly in small groups and appreciating unspoiled nature. 

在中国，公园是用来做活动的，而且被广泛使用。空调前的室内空间狭小、湿热不舒服。“公园”这个词的意思是“公共花园”。这是改革前中国着名富人的奢侈品，但现在可以向大众免费提供，所以她们热情地使用了他们。美国的一个公园的想法似乎是是保存在人类活动中的自然，它的活动包括悄悄地以小组形式徒步旅行和欣赏未被破坏的自然美景。

Chinese are in general more comfortable doing things in large groups, but Americans do have some popular large group activities like sports events and nightclubs — however, these are most often in buildings and stadiums. Exercise classes are also mostly indoors and often smaller groups. Events like marathons are outdoors over large areas but carefully organized to minimize disruption or at least inform neighbors.

In China traditionally females start in a quiet, subordinate position, and get to take up more space as they get more senior.

Dance is a tradition entertainment in China from ancient times. It has no business with Communist or Maoist.
The reasons I think why they dance in public are:
The more people there are the more happiness they feel, which in Chinese it is called “热闹”, the opposite of lonely.

It's a kind of exercise. Most of the old Chinese people don't care about how to spend the last time of life, but wanted to live longer, so they have to do exercises to keep healthy. But they can't go to the gym as young people, most of them like to do some easy exercises, like Taiji, Qigong. But dancing would be more interesting than the traditional exercises. And old Chinese women can also make a conversion with each other to talk about their kids, their neighbors' stories. They can get more informations for fun and even can make new friends. Why should they dance in the public? Because they have no areas except the public squares. So dancing in the public is a good way for old women in China to keep them healthy and happy.

Well, back to the time when they were kids,(1940s-1960s) they all lived within a large community. Because those Chinese style house usually contained three to five familys, which means they have a lot of neighbors and those familys sometimes eat together, watch telly together or even sharing the same toilet. Thus, they have a strong neighborhood-ship.
BUT, since China are requiring a boost in urbanization, people have all moved in 30-floors buildings, in which nobody ever talk to their neighbors anymore. So, gathering together and slow dancing is a really relaxing way to spend those old people's after-retiring years. Which in my eye, it's great, (maybe i would want to do the same thing when i were old.)but only a little bit annoyed. Since i sometimes got waked up by their loud music in the very early morning.

I am puzzled听 why it is related with politics, it is nothing to do with Maoist tradition. Frankly speaking, I dislike Maoist.
My mother -in law dance at night very often when she is free, by this way she fell happy and health, actaully it is a good excise for old ladies. Meantime, they could make social contact when young people did it by nextworks. Most of them have retired, it is a good lifestyle for their rest of life.

In short, it is very simple, just like Americans have other hobby and make fun, it is culture difference.

I think the most important reason is the education they received in their young time.
The old women you referred are in their 20s around 1965-1975. In that period, the Chinese government promoted the "loyalty dance" to everyone, and dancing in this way was seen as a symbol of loyalty to the government. Therefore, dancing was kinda deeply recommending in these women's young time. Right now, these women retired and it's time to recollect their "hobbies".
