This is special category of people from south India nick named GULTI's, these low IQ species come from state called Andhra Pradesh notorious for frauds, lies, committing guiltless back stabbings and groupism to replace anyone who doesn't speak their language including other Indians. This guy is in no way representation of India, you find these GULTI's in large numbers in US because of their special abilities of bending and twisting immigration laws in their favor and faking their resumes and educational documents. Their mannerisms and accents stink like their curry ridden clothes.

Not to side with the Indian guy here. The Indian would have solved many problems, if he had stopped arguing or talking and instead listened to the cop. The cop was trying to get him to sign a citation and not admit guilty or not. The Indian guy would have understood if he had stopped talking and had asked what the cop was trying to do there. The same process exists even in India, so not sure what the guy was even trying to do there

Never to admit a mistake in spite of complete knowledge that one is at fault is the basic Indian attitude.  It is developed over a period of 'Life time'. Pointing it out only will put an Indian in a confused state of mind. What I meant is, it is not deliberate.
