Russiahas begun building two modern military compounds on the far eastern Kurilislands, defence minister Sergei Shoigu said Tuesday, heightening long-runningtensions with Japan over the disputed islands.

Japan agreed to the document ending WWII and stopping the US fromdropping more atomic bombs and the Russians invading the Japanese home islands.Potsdam clearly defines Japan's postwar territory. Their four main islandsonly. Any minor islands would have to be agreed to by all four victors China,Britain, the US and Russia. Since the war ended, neither of the four victorshave agreed together to give any further territory to Japan. So Japan cannotclaim any further territory without all the victors approval, unless it wantsto reignite WWII.

I'm notsure if the US could even do anything to change this since it was also agreedby the US that Russia take these islands. Read excerpt below from wiki"Soviet-Japanese war (1945)

We areback to the days where possession is the law. If a country cannot control itsterritory it may be seized by opportunistic countries with visions of empire. 
The US may be in a similar position when it comes to control of the Azores inthe Atlantic Ocean. While technically owned by Portugal, China has beenposturing to take control of the strategic location both as a staging base forits deep water fleet and because of its location adjacent to critical cableroutes in the north Atlantic sea floor. 
For those that are not willing to spend money to protect their strategicinterests, they'll too often find those interests co-opted by adversaries witha long range vision. 
Countries may want to hold the moral "high ground" but morals are ofno consequence to the likes of strong men like Putin and Xi.

Sincerussia can take other people territory, then russia can lose its territory.Japan need to recognize that russia under putin is a terrorist nation andrussia can never be trusted.
