Beijing (China) (AFP) - She was born in Beijing and has lived there all her life. But like millions of others conceived in violation of China's one-child policy, as far as the state is concerned Li Xue does not exist.

She has no right to schooling, health care or a formal job. Without a birth certificate or identity papers, she is a "black child", an alien in her own country -- unable to join a public library, get legally married or even take a train.

"I was born here, but I don’t have any of the rights of a Chinese person," she said. "Whatever I do, I’m blocked and have difficulties. There is nothing in China that proves whether I even exist or not."

Last week Chinese authorities announced the end of the hugely controversial policy, which restricted most couples to a single offspring. Instead all families will be allowed two children.

There is no such thing as health care in China. Even university professors in China do not have health care. As for schooling, quality schooling exists only in the cities, and it is not free. So she is getting about the same as most people in China. A formal job? Of course she can be hired to a company just like most Chinese. Why not? Does the naive journalist think that is in any way regulated?

If I were African-American, I would be livid at the notion that China uses the term "black children" in such a derogatory way. The black community has enough issues with racism as it is. There has to be a better way to label Chinese kids born outside on the 1-child policy then to call them "black children". I would call them ghost children.

Hmm…So China has a gazillion people, all polluting the planet, and living some pretty backwards lives. I read that we will run out of oil before we could build enough cars to meet the CURRENT demand in China for cars. Think about that for a minute. That means we don't have enough oil to support the current demand in China for cars. Do you imagine that now that China has the taste of consumerism they are just going to sit and wait for what they want? And now the leader is saying, "Have all the babies you want". WHY? Because he realized how cruel his rule was? He has second thoughts? NO. Fighting wars for resources takes people, soldiers, expendables.

@Nate: if you're going to plagiaize someone, at least make sure its' a reliable source. "How" did China's dominance in the 12th Century make western innovation possible? Chartered monopolies back by the monarchy is what made the west dominant after the Industrial Revolution...the balance of power is moving back to the east, but don't make ignorant connections that don't exist. That being said, we may not like the one child policy, but it is the country's law...would we like it if (they do constantly, but they're wrong as well) China says America should make guns illegal to own?

There is currently a huge imbalance of males to females since female children are simply not
valued in Chinese society, only males so they can carry on the name. With a large number
of males unable to marry, this is likely to cause social unrest at some point in the future. The
type of unrest is unknown but its going to be nasty.

With this simple change in the number of children allowed to families, from one to two, Red China will add hundreds of millions of new children to its terribly over-populated country. In addition to unbelievable over population Red China also has the most polluted rivers and streams in the entire world, and its air quality anywhere near a major Chinese city is harshly toxic causing untold millions of workers to constantly where air-filter masks when out in public. If the current condition of Red China is any indicator of where mankind is headed I pray for us all! StocktonRob

While I could agree her parents should have considered a vasectony or tubal ligation surgery before her pregnancy occured, the fact that China now wants marriageable aged women to marry the overabundance of single men hurting for a wife would make women without hukou like her valuable.

First off, it is a terrible thing she is going through.There is no way I support the Chinese government at all.The government reeks of oppression.That said, I do have some understanding of China's history and I'm aware of horrible bouts of starvation (real starvation) that the Chinese people had endured in the past; thus I and understand the why's of their limit on child bearing.Times have changed and apparently they are hopeful about their countries ability to provide for their people as demonstrated by the approved increase in population.

They are capitalists through and through who produce garbage products, suck the life blood out of their own people, have a very perverted view of human life, and are so damn arrogant about it all. The Western world should cut off all contact with that country.

Just another liberal article intended to make people feel sympathy..

Sympathy doesn't feed children when mom and dad cant get work... but continue to create mouths to feed.... Sympathy puts the responsibility of making responsible decisions in the hands of those feeding the problem

I feel so sorry for the people over there in China. What a horrible country to live in. Their government is so evil. I don't understand why we allow so much of their products here. We should not support a country that does such evil things to their people. We should also not support products coming into our country that come from a country that has little regulations for products that are safe and healthy. Millions of people in China can't even get access to healthy drinking water. Their water supply is  also. That country is so polluted, that fish cannot even live in the waters there. Truly a sad situation over there for those people that have no where to turn or no where to go. It sickens me how evil mankind can be.
