China has BBQ-905 Laser Dazzler Weapons. China has been updating its home-made blinding laser weapons in recent years to meet the needs of different combat operations. Blinding laser weapons are primarily used to blind its targets with laser in short distance, or interfere and damage the laser and night vision equipment, etc.

Absolutely right. Any law/rule which disadvantages/endangers the soldier on the battlefield will be discarded on -- or off -- the battlefield. That's why torture and targeting hospitals and targeting civilians and free-fire zones and executing prisoners/wounded become standard practices on the battlefield though prohibited by "law". A corollary: no one on the winning side will ever be (has ever been?) held accountable for any of these law-of-war violations.

The point to it is to make sure people don't use a weapon that permanently maims the person.
