Pakistan has a pop of 193.2 million. India has a pop of 1.324 billion. That is a population of more than 6 times of Pakistan. Do you really expect Pakistan to compete with an overpopulated India?
A more fair way of this would be to GDP per capita. GDP per capita for India is 1,709.38 USD. GDP per capita for Pakistan is 1,468.19 USD. Seems not that far to me.
