For years, governments and foundations have used scholarships as instruments of diplomacy. The Brits have Rhodes and Chevening, the Americans have Marshall and Fulbright, and the Australian government has created a lot of goodwill in its neighbourhood through the New Colombo Plan.

The inaugural class of Schwarzman scholars are expected to begin their studies at Tsinghua this year.

Beijing is also keen to build its soft power through scholarship programs. President Xi Jinping announced recently that China would award 10,000 scholarships to students from countries included China's ambitious One Belt and One Road initiative, which aims to connect China with developing countries in Southeast Asia and Central Asia through a vast infrastructure building program.

Even Singapore's official class, which is incredibly brand-conscious when it comes to universities, is taking a shining to Beijing—some Singaporean government scholars with degrees from Oxbridge are going to Peking University instead of the Harvard Kennedy School for their further education.

A disproportionate number of the US Fulbright scholarships are given to China's minorities e.g the Tibetans. At one time there were more scholarships than Tibetan applicants.
The motive is obvious.

This article makes it sound as if suddenly the world's elite is sending their children to Beijing to study by the 100s of thousands. There is nowhere in the world that parents from around the world want to send their children more to than to the US to study in our system. They understand that there is no other society in Asia that can match the culture and the openness of American culture and all the freedoms that come with it.

"some Singaporean government scholars with degrees from Oxbridge are going to Peking University instead of the Harvard Kennedy School for their further education."
The difference is that Singaporean (of any other countries') officials go to Chinese university for education is to prepare their future leader for dealing with China, while Harvard is preparing Chinese (and other countries') future leaders - offspring of foreign leaders, for dealing with US and the world in American ways.
And the Chinese universities do not target privileged offspring of foreign leaders as Harvard does.

The only thing that China has to offer the world is materialism, as well as a somewhat, passive-aggressive anti-Americanism...anything to distract from the fact that Beijing doesn't believe that its people, or people anywhere, should have basic rights.
