China will establish an internationalmaritime judicial centre, a report from the country's top court said Sunday, asit seeks to shore up territorial claims to the South and East China Sea at thecentre of a growing regional dispute.

为了强化东海和南海的主权声明，中国将建立一个国际海事司法中心，中国最高法院的报告称。

The decision comes as an internationaltribunal prepares to decide a case related to the country's claims in the SouthChina Sea, where it has built a series of artificial islands capable of hostingmilitary facilities.

此时正值国际法院准备对中国的南海主权声明进行裁决，中国在南海上建立了一系列可驻扎军事设施的人造岛屿。

Beijing has refused to participate in thearbitration brought by the Philippines in hopes of settling competingterritorial claims in the region, where China has made sweeping assertions ofsovereignty.

北京拒绝参与菲律宾所提起的这个仲裁。中国声称整个南海都属于自己，菲律宾希望借助仲裁来解决地区领土争议。

The new maritime judicial centre will helpChina "implement its strategy of becoming a powerful maritimecountry", Zhou Qiang, head of the Supreme People's Court, said in a reportto the annual session of the Communist-controlled National People's Congress(NPC) legislature.

Also, which country would every file a legal despite over sovereigntyissue against China in Chinese court and expect to get a favorable outcome.Even their civil judicial courts are unfair. When a western company brings alaw suit against a Chinese for copyright infringement or IP thief the courtwill 9 time out of 10 rule in favour of Chinese company. Well if its established in China by theChinese then its not international! China needs to start a realistic dialoguewith its neighbors and come up with a modus vivendi that all parties can agreeto. The US and its pivot to Asia was all rhetoric until China starting pushingits neighbors around and giving the US new relevance in Asia.

This "Chinese Occupation" (in thePhilippines point of view) could then be treated as an act of invasion. If thePhilippines responds militarily on the basis of self-defense, her mutualdefense allies namely Japan, Australia, and the US (which is also an ally ofSouth Korea, Israel, the Arab States and pretty much the rest of Europe -"NATO") will all soon be drag in a pretty much Global (andpotentially nuclear) War with China (Russia, Iran, and North Korea would probablybe drag in and side with China). Nuclear powered India may probably side withthe US (since it also have dispute with China) thus Nuclear powered Pakistanwould likely join the Chinese.
