On Tuesday, two Russian warplanes flew simulated attack passes past the USS Donald Cook in the Baltic Sea, and while the move was unnerving and aggressive, it's not the kind of event the Navy responds to with force. 

周四在波罗的海上，两架俄罗斯战机模拟轰炸飞行，与美国海军驱逐舰唐纳德·库克号擦身而过。虽然这一行动令人不安，且具挑衅意义，但并不属于令美国海军以武力还击的事件。

"You don’t get to kill people just because they’re being annoying," retired frigate and cruiser commanding officer Capt. Rick Hoffman told the Navy Times about the incident.

“你不会因为有人令人讨厌就杀掉他们。”已退休的护卫舰和巡洋舰的指挥官Rick Hoffman上校就此事作出评论。

"We’re not at war with Russia," Capt. Rick Hoffman said.

“我们并没有在跟俄罗斯打仗。”Rick Hoffman上校说。

"It would be one thing to be operating and have a threatening attack profile from someone who might not recognize me — that’s not the case here."

As a former commander of a cruiser that protected aircraft carriers and amphibious-assault vehicles from airborne attacks, Hoffman knows how to deal with threatening aircraft.

作为护卫航母舰和两栖攻击舰的前指挥官，Hoffman知道如何对付这些耀武扬威的战斗机。

The Russian planes, Su-24s, had no visible weapons during the passes, and at no point did the USS Cook detect that the Russians were trying to lock onto them with a missile.

这两架苏-24在飞行时没有可见的武器，库克号也没有侦测到苏-24将自己锁定为导弹攻击的目标。

Though the passes likely violated a 1973 agreement between the US and Russia and were a clear act of aggression, downing a plane likely means the death of the pilot, which was simply not warranted given the situation.

虽然这次的飞行可能违反了美俄于1973年签订的一份条约，而且明显是一个挑衅的行为，把飞机打下来则可能意味着飞行员死亡，在这种情况下显然是不必要的。

According to Hoffman, this stunt most likely took place to generate propaganda for Russian President Vladimir Putin's regime.

Hoffman认为，这一挑衅行为很可能是给俄罗斯总统普京的领导造势。

"It would be real interesting to see what shows up in the Russian papers in the morning, how they play it," Hoffman said.

“非常有趣，我们等着看明天俄罗斯的报纸会怎么说，看他们怎么演。”Hoffman说。

"It's not that different from North Korea," he said. "He does something and then he plays it domestically however he needs to play it for the purposes of getting his people energized."

“俄罗斯跟朝鲜没什么区别，”他说，“普京整了点事儿出来，然后在国内演，怎么能振奋他的人民，他就怎么演。”

Russia has never gotten over losing the cold war, its empire and its former undisputed place in the world as a serious threat to the US. We're in their waters far from home and they are letting us know it and using the photo op for propaganda. Russia is also hurting economically because they  are so dependent on oil revenues and oil is very cheap right now. That's why Russia pretty much left Syria. It was too expensive to support the Syrian Assad regime and go after ISIS given this current economic crisis. They're basically not a superpower anymore even though they must be respected because they still have the nukes. 

俄罗斯一直没有摆脱输掉冷战、输掉帝国、失去作为威胁美国的重要对手的地位的阴影。我们在远离本土的他们的海域内，而他们拿一张照片当作宣传工具。俄罗斯的经济也很糟，因为他们太依赖石油收入了，石油现在跌的很惨。这就是为什么俄罗斯撤出了叙利亚。在现在经济危机的情况下，支持叙利亚阿萨德政府，追杀伊斯兰国太花钱了。俄罗斯现在已经基本上算不上超级大国了，但仍然值得尊敬，因为他们有核武器。

Well Kenny, its on top with 3 likes because basically he is right and Yahoo is strange. Never forget that Putin was a high ranking member of the KGB and the fall of the USSR was a serious blow to his ego.

this is really no big deal. when I was in from 87-90, every time we would go to PI, Northern Japan, Hong Kong or Korea, there was always Russian ships following and jets doing fly-bys. it is just a cat and mouse game that the U.S and Russia have always played and always will. I have never felt  threatened by Russia. in Hong Kong and some ports in Japan, even in Guam, I have drank with Russian Sailors and not once has either side said a harsh word towards the other. just media hype and nothing more. 

这都不叫事儿。我在87-90年服役的时候，会去日本、香港和韩国，在那里经常有俄罗斯的舰艇跟着我们，飞机从头上飞过。这只是一个猫和老鼠的游戏，美国和俄罗斯过去一直玩儿的，以后还会玩下去。我从来没有感到被威胁。在香港、在日本的一些港口，甚至在关岛，我跟俄罗斯的海军喝过酒，双方一次都没有向对方爆过粗口。这是指媒体自嗨，没别的。
