BEIJING (Reuters) - China's said on Wednesday it welcomed a proposal by the incoming Philippine government for bilateral talks on the disputed South China Sea.

Philippines President-elect Rodrigo Duterte has backed multilateral talks to settle rows over the South China Sea that would include the United States Japan and Australia as well as claimant nations.

He has also called on China to respect the 200 nautical mile Exclusive Economic Zone granted to coastal states under international law.

China only welcomes "talks" when the opposition agrees with China's position or when they can used to a propaganda advantage. They'll announce the date to of the talks and maybe attend the first session which shall then breakdown because of Filipino intransigence.
If China had seriously wanted a resolution they'd have submitted to arbitration by the World Court.

Chinese have been controlling Philippine economy for decades.
Chinese have been owing anything and everything important in Philippine (ie. Philippine long distance telephone Philippine airline etc.) for decades.
Filipinos have been working as maids/helps for Chinese in Philippine and oversea Chinese for decades.
If Filipinos would quickly ejecting themselves off Chinese territories and getting down on their knees ASAP Xi administration might let Filipinos live.
