Yes. Before World War II.
The big names associated with this is Ishiwara Kanji and Konoe Atsumaro. It was put in in the banner of pan-Asianism.
One example of this sort of thinking is in Okakura Kakuzo’s “Book of Tea” where he describes the evolution of tea culture, and how classical tea culture was destroyed in China by the Mongols and the Manchus and how the Japanese preserved it. See chapter II.

I should point out that my own knowledge on this is mainly reading about the Japanese colonization of Manchukuo, and my own interest in this has to do with the question “how do wonderfully utopian and idealistic visions create hell on earth?” To use a Japanese metaphor, working with these ideas is like eating fugu or puffer fish. The ideas that the pre-WWII Japanese thinkers have on racial harmony and pan-Asianism really sound great. So how did it turn into hell?

Two aspects of it, by two different pre-WWII factions.
One of them believed that Japanese inheritance of Chinese culture forms a basis of Japan's claim to territories within China. Members such as Ishiwara Kanji justified their invasion of Manchuria by claiming that the Japanese were originally Chinese who lived in Manchuria, which he associated with the legendary Japanese realm of the gods, Takeamagahara, and that Japan was entitled to more territory that were also conquered by the Manchus, which would include China proper, because of this connection.
Another believed that Chinese culture dictates that East Asia should be a hierarchial harmonic society led by a big brother that had up to now been China, and that since China was weak and Japan was strong then, Japan is now the big brother and China's resistance to the fact should be punished as though an older brother punishes a younger. Members of this group included Matsui Iwane, who came out of retirement to invade China out of this belief.

The context of “classical Chinese culture” is too broad, it spans across time and space. Which city/region? Which century?
So what does it mean to be an inheritor of classical Chinese culture?
