Having traveled to Uganda Recently this doesn’t surprise me given the amount of infrastructure that China is building in Africa. A lot of this benefits China in multiple ways. First transportation infrastructure means Chinese goods can be easily transported into the country. Second this helps them politically secure votes in the UN making them hugely influential. Third private companies in China benefit from the lower cost labour and resources.

Depends how you invest. If you put money in just to cover holes in structurally flawed economic policy (like what high oil prices did in Venezuela or low intrest loans did in Sri Lanka) you are waiting for a debt issues to make the situation worse. If you invest in quality infrastructure with a reasonable cost-benifit alaysis then you are going to be fine.

The US and the EU do have their own massive investments in Africa but they are much more concentrated. Generally the EU follows colonial patterns: Portugal is close with Mozabique and Angola (with this irony https://www.theguardian.com/world/2014/jun/03/portugal-economy-bailout-angola-invests); the UK with Nigeria Egypt and South Africa; and France is the most invested having launched over 30 military operations on the continent since declonialization runing the national currency (as in France makes sure it is pegged to their currency) for over a dozen african nations French is the most widely spoken language on the continent and French companies have a monopoly on telecomunications mining and some government services in many africa countries (see https://en.wikipedia.org/wiki/Fran%C3%A7afrique). The EU is also the largest sender of remittances to africa at about $30 billion. Though EU policy is hardly unified or equal Eu funds to africa are distributed by three factions: The French The British and everybody else (with special notice for Portugese Spanish and Italian influence in their former colonies/regions of influence). In the past year France has essentially abandoned the internationally recognized government in Tripoli Libyia in favor of the Bengazi based Haftar government while Italy is staying with the Tripoli based Government of National accord.

As you can see the EU invests more in the private sector that US or China however as a confederation of states the policy is not very well unified the US and France do the most on the security front and China's investments are the largest of a single state and are very well organized to meet the needs of infrastructure across the continent.
