In order for the US to move up the value chain, it needed to invest to move up the value chain and become strong in the industries of the future. China is doing this with its Made in China 2025 plan.

And, by the way: it is not the US who can decide if a country can join the WTO or not.
Back in 2001, China was meeting almost all requirements to join the WTO. About the other requirements there were clear, verifiable timing plans to meet these remaining requirements.
The text of the treaty says something like “whatever happends, after 15 years, China will be granted the MES status” (MES: Market Economy Status)

In the meantime, we got a lot of things from China in trade that were less expensive than if we’d done it all ourselves. One reason the US has been able to afford to issue so much money (which, technically, cuts the deficit) without having much inflation has been that the cost of so many goods has been dropping.
And a lot of the reason for that is China.
