HANOI, Vietnam (AP) — Vietnam's defense minister says his country wants good and friendly relations with both the United States and China, and will not favor one over the other.

The Friday edition of TuoI Tre (Youth) newspaper quoted Gen. Phung Quang Thanh telling a group of lawmakers that Vietnam wants to have peace and stability so the country can develop.

Relations between Vietnam and China plunged to their lowest point in years following the parking of a Chinese oil rig in disputed waters in the South China Sea last year.

Vietnam and China both claim the Paracels islands, which are under Chinese occupation after ousting the U.S.-backed South Vietnamese Navy in 1974, one year before the end of the Vietnam War.

This is a very stupid declaration, but then we know Vietnamese communists leaders are stupid.
What that tells China and the US that Vietnam is nobody's ally and in return has no allies.
Nobody trusts Vietnam and wants Vietnam as an ally, not China, not the US.
You can not be opportunistic bc nobody will trust you. You must choose what you believe is the right thing to do and stick to it.
If you think the Chinese way is the right one for you, then follow the Chinese, if you believe the American way is the correct way then go with the US. But to play the neutral game is very dangerous, neither China nor the US are stupid enough to be fooled.

General Phung Quang Thanh of Vietnam is just being diplomatic but in reality Vietnamese military leaders still hate America because of Agent Orange and being the mortal enemy during the Vietnam war.
