BEIJING (AP) — China said Wednesday it was committed to promoting peace and stability in Asia even as it sent an aircraft carrier battle group through the Taiwan Strait amid heightened tensions between Beijing and the self-ruled island.

How is it second hand if only the hull pre-existed and everything else was added later? Many shipyards construct only hulls and then hand over the hull to other shipyards to complete the ship.
