Dryer is not a necessity in China and the reasons are varied.
Firstly The northern part of China is always dry all though the year. The washed laundry will dry quickly (less than twelve hours) hanging in the indoor balcony.
For the southern part there is wet and cold seasons in autumn/winter when the moisture rate is sometimes higher than 80%. There is multi- functional dryer (picture as below) available in the market which can be served as heater and dryer at the same time. The price of this version of dryer is below RMB400.00.

Secondly people believe air-dried laundry is the best way of the practice as it reduces energy consumption. Also UV ray of the sunlight helps to kill the bacteria. The clean clothes collected from the cloth line after whole day of sun-bathing have a natural smell of 'sunshine' which the machine-dried clothes will never have. Machine- dry is not good for certain fabrics such as cotton. That's probably one of the reasons that the clothes consumption of US(per person) is much higher than China.
Thirdly the apartment price in China is skyrocketing in the last decade. People will make full use of every square meter of indoor space. A big ,noisyexpensive machine you seldom use will not be put on the top of the shopping list.
Chinese are known to be thrifty and pragmatic so if you try to persuade them to accept dryer the machine has to be energy- efficient small quiet and multi-functional.

The question shouldn't be why don't Chinese have driers but rather why Americans do. I'm British and I've never had a drier. Some of my friends have. Some use them a lot some rarely. I never felt the need for them. Air dried clothes and in particular outside dried clothes feel nice to wear and need less ironing. It may take a little longer but you’re not needing to wear the clothes instantly so you can leave them up hanging overnight and it's free.

Where I live in the north of China the winters are extremely dry and summers hot. Clothes hung on the line dry in a matter of hours. The time saved by putting them in a machine to dry would be negligible.

Americans seem to love having gadgets for everything unnecessarily: garbage disposals instead of a kitchen bin; ride on lawn mowers; golf carts instead of exercise; dish washers; spray cooking oil instead of a bottle; coffee machines instead of a kettle; electric carving knives; electric can openers; electric polish buffers instead of a cloth; nail guns instead of hammers; etc.
In an industrial application these tools make sense and are common world wide but at a domestic level the rest of the world gets by just fine without them.

This might blow your mind but the majority of the world’s population even in developed countries don’t normally use dryers.
This is especially true in those countries with arid climates where everything dries quickly anyway. Even in those countries with relatively rainy/humid climates dryers are still quite rare

Nell Zhang China is my loving and hating life partner.

Wow my favorite question!
Actually I have asked many of my language exchange partners this question-“why do Americans and Canadians not dry their clothes in the sun?”
And they all gave me answers like this - “It’s forbidden in most places here. Because if you hang out your personal colorful all-kinds-of-shapes laundry you are ruining the appearance of the neighborhood. The cozy house the green lawn and beautiful plants puppies the peace. No. No ugly laundries. If you do you will due the property which is highly possible a breach of the house purchase/lease contract.”
So the first time I realized wet clothes hanging outside in public can be considered “ugly”/ “bothering”.
It was such a “culture shock” to me. Because I took it for granted that colorful all-kinds-of-shapes wet clothes hanging in a balcony/yard indicates “someone lives there”. In China an apartment building/house without a single piece of laundry hanging indicates “nobody really lives there” “nobody bought/leased/really uses the property”. If the neighborhood looks all like that and it’s not newly built it’s highly possible a “ghost town” which you need to think about it twice if it’s a wise investment.
I’m super curious why wet clothes hanging outside would be considered ugly/ bothering in some cultures. What bothers others? Why people enjoy clothes “window shopping” in a mall as an “eyes’ candy” but hate clothes hanging on a balcony/yard as an “eyes’ poison”? Aren’t they similar?

Interestingly similar “culture gap” happens in domestic China too.
A few years ago Shanghai people were often frowned upon by Chinese from other regions about the “uncivilized laundry drying” including underwear hanging in public and long clothes drying rod extending to public like this.
These days housing conditions in Shanghai improved greatly. Most newly built buildings have enough space to dry clothes. Still you can sometimes find those colorful “flags” upon your head when walking in some historical streets.
I totally don’t feel the “flags” bothering as long as they don’t drip water onto my head. In fact I pretty like watching all such scenes of “real daily life”. But yes many friends of mine prefer to keep “flags” inside the balcony not to extend to “public space”. And I guess some other cultures may go further- they may consider the “public space” as “anywhere one can see.” Hence “hide it well don’t dirty others’ eyes by your personal stuff”.
I guess it might come from the mindset of privacy which is why we are totally fine to see an underwear hanging on the shelf of the supermarket but we feel bothering when we see someone’s washed underwear hanging on the street. And I guess “privacy” is a relative concept. Some cultures value it much while some cultures don’t. It may be affected by living environment the population density traditions/ social norms even the gap between “collectivism” and “individualism” etc.
Back to the question. (Pardon me I digressed. )
Besides the reasons other great answers here already mentioned let me add this-
Most of them don’t feel the need to hide their laundry in a dryer.
(Images from internet)
