中俄共同反对美国在韩国部署萨德 [美国媒体]

BEIJING (Reuters) - Chinese President Xi Jinping set off on a visit to Russia on Monday stressing the grave threat a U.S. anti-missile system in South Korea poses to both Chinese and Russian interests.

北京（路透社）－中国国家主席周一启程开始对俄罗斯访问，以此强调美国在韩国部署的反导系统对中俄利益构成了威胁。

China has repeatedly stated its opposition to the U.S. Terminal High Altitude Area Defense (THAAD) anti-missile system and has called for its deployment to stopped, and the missiles already installed to be removed.

中国曾反复声明反对美国末段高空区域防御系统（THAAD）在韩部署，呼吁其停止部署并把已经部署的部分撤除。

China says the system's powerful radar can probe deep into its territory, undermining its security and a regional balance while doing nothing to stop North Korea in its relentless pursuit of nuclear weapons and the missiles to deliver them.

中国表示该系统的强大雷达系统可以深入探测其领土，破坏其安全和区域平衡，而中国对朝鲜顽固地发展核武器及核导弹却袖手旁观。

"The U.S. deployment of an advanced anti-missile system in South Korea gravely harms the strategic security interests of China, Russia and other countries in the region," China's state Xinhua news agency cited Xi as saying.

中国官媒援引中国主席的话说，“美国在韩国部署先进的反导系严重损害了中国、俄罗斯及其他周边国家的战略安全利益，”

The United States and South Korea say the THAAD is solely aimed at defending the South from North Korea.

美韩则称仅仅是用来防御韩国免受朝鲜攻击。

China and Russia have maintained close communication and coordination on the issue and held very similar views on it, Xi said in an interview with Russian media.

在一次采访中中国对俄媒体说中俄在此问题上一直保持着密切沟通和协作，对此问题的看法非常相似。

"Beijing and Moscow are steadfastly opposed to the THAAD deployment and seriously suggest that relevant countries stop and cancel the installation," Xinhua cited xi as saying.

新华社援引中国主席的话说：“北京和莫斯科坚决反对部署萨德，郑重建议相关国家停止并取消安装部署”

China and Russia would take "necessary measures", either together or independently, to protect their interests, Xi said, without elaborating, according to Xinhua.

“中俄会毫不犹豫采取‘必要措施’共同或分别维护自已的利益”

Xi also said China and Russia should work together to boost trade and increase investment and financial cooperation, Xinhua reported.

他还表示中俄应该促进贸易增加投资和商业合作。

Xi will arrive in Moscow for a state visit on Monday before traveling to Germany to attend a G20 summit.

Relations between China and South Korea have been strained by the THAAD deployment though both sides have struck a more conciliatory tone since President Moon Jae-in took office in South Korea May.

THAAD or Terminal High Altitude Area Defense cannot intercept low flying missiles or artillery shells. It is designed to intercept ballistic missiles at their terminal phase. Or said another way, after it completes its high arch and is floating down to its target. The computer tracks them as soon as the radar picks them but it cannot solve the missiles destination until it starts it's descent. China is correct in their claim and the primary purpose for THAAD is to protect the US , Japan, or another targets further away. North Korea is so close they don't need to use ballistic missiles to shell Seoul. This is also the reason the new South Korean President isn't all that excited about THAAD,However, having said that, of course we want them in South Korea to help with our missile shield.This will be a complex subject for a while and the closest thing to the Cuban missile crisis since the early 60s. The likelihood of war is now closer to 40 to 50 percent and that really isn't a good thing for our guys in South Korea or the population of South Korea. Trump isn't known for his ability to remain calm and collected. Having a temper tantrum in war or business is considered a weakness because it can lead to a disaster.

Only 2 launchers are deployed and they are fully operational. 4 more launchers are in S.Korea but NOT deployed and have been placed on hold pending environmental study (required by law). The previous administration in collusion with the U.S. military by-passed the study with intent to deploy before the S.Korean election took place. It's unclear but most likely it would take a legislative vote to remove the 2 launchers in place. Currently Moon does not have the votes for removal, however that could change in the next election....year-end. Thus THAAD is on hold and in time most likely be removed. Polls taken before the election indicated a 55% to 45% in support of THAAD but the sentiment has turned and THAAD is equally opposed by the S.Koreans. 68-70% of the voters also supported candidates who want talks with N.Korea (no preconditions). This situation is leading to strained relations with the U.S. In addition, Trumps hostile rhetoric about trade and ending KORUS are making matters worse. Most likely major changes coming.....favorable to China and Russia.

Patriot Missiles have been in South Korea since 2012. They are part if our missile shield and integrated with THAAD but they are two seperate systems. The Patriot system was designed to intercept high to medium missiles HIMAD . It isn't going to help much with low flying missles or artillery shells. Seoul is 25 to 35 miles from the border. Mathis himself said this will turn into a blood bath if it turns into a shooting war.

China is N Koreas number one trading partner and provides over 80% of the money that flows through the N Korean economy. If they want those missiles to move, stop funding fat boys pursuit of nukes and long range missile systems. China could stop this tomorrow if they really wanted to.

Japan, Australia, Philippines, Taiwan, India & South Korea in coordination with the USA Congress need to plan & implement a Regional Defense Plan (similar to NATO & what POTUS Trump has done in the Middle East) to defend against longstanding North Korea & Chinese aggression against their neighbors & now far away countries like Australia, India and the United States.
