It would just have to put official (but discrete) effort in Hollywood the music industry and fast food chains; while sponsoring English-language schools everywhere.

The cultural dominance of the US would be accelerated and sooner than later the entire world’s cultural mélange would be thoroughly Americanized. One world one American-cored culture.

We form a nice round circle
I'll show you the right direction
to Africa goes Santa Claus
and near Paris stands Mickey Mouse.

It has been trying since 1991. And failing.

The main idea was to knock over any state not obedient to the USA starting with the weaker cases. The intention was probably Iraq Iran North Korea and then China. But they got stuck in Iraq.

Remarkably it never occurred to them that removing a repressive secular regime in Iraq would lead to an upsurge in everything that Saddam had been repressing. Or that most of it was even more hostile to the West. (See Reflections on the Start of the Iraq War and Starting the Iraq War (2003).)

There was also a belief that they could subvert everyone else’s culture using the internet which until recently they had ultimate control over. Not a smart idea. See The Web Is Always Insecure.

It tried and failed.

The American global apex was probably the period from 1945 to 1975. Just 30 years. It began with the defeat of Fascist Germany Italy and Japan after which the USA was undoubtedly the strongest country on earth in every way. The next three decades saw the JFK period moon landings the beginnings of globalisation technological innovation successes in both hot and cold wars against communism and the rise of American global soft power; e.g. pop music Hollywood fastfood language.

To be sure from 1975 the USA still had triumphs to shout about (the collapse of Soviet communism being the most notable) but increasingly it was having to react to events rather than control them.

The humiliation of the Vietnam War is something that America is still coming to terms with. Which is why I place 1975 as the point at which any ambitions the USA might have harboured for global supremacy died.

They would tank the world’s economy and while everyone was scrambling they’d swoop in with all those crazy high tech weapons they’ve been researching with all our supposedly missing taxdollars.

In the end I think the US would be happy with just the North Pole and maybe Antartica which would be the bargain that keeps us from nuclear holocaust.

In an era of nuclear weapons there really is no way as a nuclear war would pretty much destroy civilization.

If there were no nuclear weapons there would probably be no way either since the rest of the world has the skills wealth population and resources to overpower the United States. Probably the best strategy in such a situation is to divide and conquer — take advantage of animosities between nations and the fact that nations are reluctant to unify and fight until and unless they’re personally threatened.

Hitler benefited from this in World War II — Britain and France were reluctant to take on Hitler when it could easily have been done then the USSR bowed out and signed the non-aggression pact while the US sat on the sidelines until the war came to it. Combined and resolute from the start these nations could have dealt with Germany at a much lower cost. Hitler got as far as he did only because they were reluctant to join the fight.
