First of all, Japanese culture is not the same thing as Chinese culture but just a partially copy of Chinese culture.

Ancient Chinese were a group of ancient Qiang ethnics(the O3) who were the origins of Chinese and Tibetans. They moved from the East side of Tibetan pleateau to the plain of the North China about 15,000 years ago. They lived along the middle and upper reaches of the yellow river, when began the origins of the Chinese culture. The first widely -known Dynasty of China is Xia beginning about 4000 years ago although there is still some controversy about it. Afterwards, China formed a steady writing and speaking system and expanded quite a large circle of area called Sino-culture Sphere:

The aborigins in Japan are Negritos(the D2) who went out of Africa 100,000 years ago and went into Japan during the last ice age.However, they are only very small part of Japanese population at present.They lived in caves until the Ferrying people came. Most of modern Japanese were from NorthEast China call Fuyu people who were the ancestors of both Koguryos(the O2b- they have the same ancestors as the O3 in central China long time ago but were not direct ancestors of Korean) and Japanese. They went across the Tsushima Strait during 300 B.C and 800.A D. Since these people had already been sinicized before they came to Japan, they were readily to absord Chinese culture and kept learning from China for a long time. They spoke a kind of Fuyu Language which was completely different from Chinese language and had disappeared in Northeast China but evolved into Modern Japanese in Japan. They also used Chinese characters to express the vocal meaning and developed the most part of Japanese culture.

Japanese culture is not native to the land. It displaced other cultures not unlike European cultures displaced native cultures in the United States, and evolved with the introduction of foreign technologies, foods, religions, art, you name it from all over the world, particularly China and Korea.

Chinese culture is older. Chinese culture is the oldest of the world. China is one of the four Civilizations of Human Cradles. And China is the only Cradle Civilization lasts to modern time.

Japan as a civilization is as old as Islam civilization. It is not a ancient cradle civilization. Japan did not have their written language until they learn from China. That’s why Japanese contains Chinese characters. Just as Polish is using Latin alphabet, we bet that Roman civilization is older that Polish civilization.

China has more than 5000 years culture and Japan had learned lots from China on Dynasty Tang .

When China was on Dynasty Tang, it was the one of the greatest time for Chinese. At that moment, China was the biggest and strongest country in the world (Even until now, the Chinese of ChinaTown means Tang People’s street). During the same time, Japanese was still living like savager. So, Japanese had traveled to China and learn whatever they could learn, the female Japanese were proud to have children of Tang’s people.

Though it is very hard to answer such questions but I think Chinese culture should be older than Japan's culture. In earlier days people used to settle near the banks of river. Like for example, Indus valley civilians started when people settled at the bank of Indus river. China has more rivers and longer rivers. Also China's population hints that it was a developed civilization back then when fertile land was the only requirement of human for occupation. And culture is formed once we have a civilization.
