Shanghai (AFP) -China is gearing up to ban petrol and diesel cars, a move that would boostelectric vehicles and shake up the world's biggest car market in a country thatis plagued by pollution.

上海(法新社)——中国将加快禁止汽油柴油动力汽车的步伐,该国饱受污染困扰,此举将促进电动汽车行业的发展并将对这个世界上最大的汽车市场产生巨大影响。

The plan wouldfollow decisions by France and Britain to outlaw the sale of such cars and vansfrom 2040 to clamp down on harmful emissions.

该计划旨在严厉打击有害排放物,和法国英国一样决定将在2040将禁止此类汽车销售。

Xin Guobin, viceminister of industry and information technology, told a weekend forum in thenorthern city of Tianjin that his ministry has started "relevantresearch" and is working on a timetable for China.

工业和信息产业部副部长辛国斌于周末在天津论坛上透露该部已经开始“相关研究”并制定时间表。

"Thesemeasures will promote profound changes in the environment and give momentum toChina's auto industry development," Xin said in remarks broadcast by CCTVstate television.
"Enterprisesshould strive to improve the level of energy-saving fortraditional cars, and vigorously develop new-energy vehicles according to assessmentrequirements," he said.

辛国斌在接受中央电视台采访时说,“这些举措将会对环境产生重大利好,为中国汽车工业的发展提供动力。”他说,“企业将会努力改进传统汽车的节能水平,为了达到评估标准将会更积极的发展新能源汽车。”

While Xin did notgive a deadline, the head of the National Passenger Car Association, a Chineseauto industry group, said it would be "a long process".

"It will behard to stop producing traditional fuel-powered vehicles for the next decade ortwo decades," the association's secretary general, Cui Dongshu, told AFP.

"We may makesignificant headway in passenger cars in 2040 or even earlier, but for otherproducts like the heavy-duty trucks it would be difficult."

Automakers"have not really tried hard in this sector" and consumers are not sofamiliar with new-energy vehicles, Cui said.

But Bill Russo,managingdirector of Gao Feng Advisory Group, said themove bodes well for Chinese automakers who are already able to compete withforeign car companies when it comes to making electric vehicles.

He added:"If China says no more ICE (internal combustion engines), the rest of theworld will follow because the rest of the world can't lose China's market. It'stoo big."

China producedand sold more than 28 million vehicles last year, according to theInternational Organization of Motor Vehicle Manufacturers.

The sale ofnew-energy vehicles topped 500,000 in the world's second largest economy in2016 -- over 50 percent more than the previous year, according to nationalindustry figures. The majority were made by Chinese firms.

The governmentintroduced draft regulations this June compelling automakers to produce moreelectrically-powered vehicles by 2020 through a complex quotasystem.

Xin said thepolicy would be implemented "in the near future",according to the official Xinhua news agency.

As the measurelooms, foreign automakers have announced plans to boost the production ofelectric cars in China.

Market leaderVolkswagen sold a few hundred "green" cars among the four millionvehicles it sold in China in 2016, but the German manufacturer plans to sellaround 400,000 new-energy vehicles in the country by 2020 and 1.5 million by2025.

Christoph Ludewig,VW's communications director in China, declined to commenton Xin's announcement, but he noted that the company has a joint venture withJAC that will produce such cars by next year.
