Even as Xi arrives in the United States for a historic visit later this month, keen to be seen as Obama’s equal on the world stage, he is working behind the scenes to surpass the United States as Asia’s regional power.

From this report, one gets the impression that the Dam has no benefits at all. And the Chinese and Cambodian governments built this $800 million dam solely to evict 40,000 people from their homes and take away the fish which they rely for good.

Go to Southeast Asia. China is all over Cambodia, Laos and Myanmar. Duh. Unfortunately as is the history of the area, the rich and powerful will benefit and the poor and minorities will be screwed. Of course the French did it, the British did it and to a certain extent during the Viet Nam war the US did it and then abandoned the country. Cambodia is a democracy but has a strongman. Cambodia has so many NGO's they are tripping over each other and give the government cover when they do not do anything for the poor and minorities. The country could use a little less help and a lot of increase in self reliance.

China is the big elephant in the room, yet our tax $$ and efforts goes to fight unnecessary wars in the Middle East. We are distracted and China continues to laugh at us as they monopolize little Cambodia, the rest of the region as well as Africa, S. America, etc. and never mind their attacks on us in cyber space.

I think the Chinese investment in my country, Cambodia, is a good thing because it helps the local people for jobs and the growing of many new buildings in the city can be the sign of developing. However, as I am a Cambodian woman who likes to live in the authentic area I strongly disagree with the Chinese or other countries who come Cambodia to destroy the mother nature and build the machine. Phnom Penh climate is getting hotter everyday because of the machines!

I would quibble with "just as fast." Like a house of cards, once PRC's fall comes, I believe it will occur extremely rapidly (much like, and for some of the same reasons as, the 'sub-prime' crash in the U.S.).

Well, the French and the Americans didn't give a damn about the environmental and economic damages done to the locals when they built the Panama Canal, which still remains one of the world's biggest infrastructural project, which mainly benefitted the rich or corrupt politicians of Panama, as well as Americans and other Westerners. The canal remains as an icon of American influence on Latin America, but, since then, there have been many smaller such projects with similar side effects by America, of course.

Wrecking their land to provide electricity to China and to lay roads to facilitate China's future invasion are "the only path to fundamental economic transformation"?
Color me skeptical.

China has also been at work building up sub-Sahara Africa's infrastructure. Rather than.treat these countries as vassals, the Chinese are preparing them to compete on the world stage.
One cannot help but see a theme of 'third world liberation' behind these moves - liberation from the West. Remember that the Communists are still in power in China.
Of course in America, with its predominantly Anglo oligarchy, it is too much to ask this elite to be taxed to improve infrastructure here at homr(疑是at home笔误——译者注), let alone spring for such foreign aid programs. So China continues to build good will abroad, with Latin America striving to emulate them.
As for America, China would rather rely on us only for raw materials.

中国也已经开始在撒哈拉以南的非洲的基础设施建设工作了。中国人帮助这些国家准备在世界舞台上参与竞争，而不是把他们看做奴仆。
