I think there will be multiple issues, esp. since they were finalizing the aircraft, which would mean massive re-design. Keel laid in 2009, Float-out 2011. The major holdup was fitting-out which I believe might be due to the choice of armaments or waiting for delayed local weapons and systems.

pradhyumn choudhary "All countries" do not need ten years to build. If you mean the first of its class and including testing, then yes that's a normal time frx but it's not required. The United States is capable of building carriers the size shown (helicopter carriers) in a year. Even the nuclear ones could be built fast but it's not strategically needed and it saves money to build them over time

I’ve travelled and visited India many times, the country the people never cease to amaze with its sometimes chaotic way that makes the country democratically work and tick. 
My point being Indian people I have had the pleasure  to meet are a very proud tribe of sorts but I have witnessed many living in such poverty and yet still live life with a smile and warmth.
 Governments not just India plough billions into guns and bombs in the name of security showing little regard for their own people.
If every county in the world could cancel their defense budget for say just one year and plough their capital into infrastructure of the poor is my dream. 
The U K (we can safely drop the fucking Great Britton) have just built/ building two aircraft carriers for eye watering amounts of money  but the country is up shite creek with national debt with severe under investments in schools,hospitals and a growing food poverty problem with food banks popping up in every major city.

GDP PPP of India is 3rd largest in world and nominal GDP is 6th largest. India is a rich country and going to be filthy rich in a decade. Just per capita income is lower but not in your 'extreme poverty' as things are cheap here. You can get two good meals in $1. India is a lower middle income country.

India got trillion PPP because of your highest population and it is not mean as a rich country it is a third world country. Ignorance at its peak. Do you know the defense budget of India? It's merely 1.57% of GDP. The lowest percentage since 1962. Way lower than world average. Still it is 46 billion USD. Tirtha Chakrabarti - another thing India should prioritize in my opinion is giving seats to train travellers. Riding a train onto its rooftop is no good. Funny, but no good. Plus, a nation's GDP figure is very far from being a marker of its wealth, if it's not related to the population. In the case of India, a $2.5 trillion GDP divided by 1 billion people isn't really something to go bragging around.

Scnitka Polska okay , 1st thing i want to say is any country needs to have a good defence sector. Especially when you have a big threat of terrorism from the neighbouring country ( Pakistan). Also, people living in slums in Mumbai are far from poor.
