President Trump on Thursday ordered the U.S. Trade Representative (USTR) to consider slapping $100 billion in additional tariffs on China, escalating a heated trade dispute between Washington and Beijing.
The move comes one day after China proposed $50 billion in tariffs on a variety of U.S. goods in response to Trump’s own tariff threat.
"In light of China’s unfair retaliation, I have instructed the USTR to consider whether $100 billion of additional tariffs would be appropriate," Trump said in a statement issued by the White House.
Trump also ordered Agriculture Secretary Sonny Perdue to ready a plan to protect farming interests from possible Chinese trade actions.
Trump’s decision could undercut ongoing efforts by U.S. and Chinese officials to calm tensions and prevent a full-blown trade war between the world’s two largest economies.
Just hours before the announcement, new Trump economic adviser Larry Kudlow tried to downplay fears that the conflict could hurt the U.S. economy.
"Technically, both countries have just proposed tariffs. Nothing’s been enacted,” he told reporters at the White House. “I think that's an important point. Nothing around the corner. There's going to be a big discussion about it."
Futures for major U.S. stock indexes dropped after the president’s statement, a sign it could further inflame the upheaval on Wall Street over his trade moves.
But Trump doubled down on his call to impose $50 billion in tariffs on Chinese goods, saying that the country has “repeatedly engaged in practices to unfairly obtain America’s intellectual property.”
“Rather than remedy its misconduct, China has chosen to harm our farmers and manufacturers,” he said.
The White House on Tuesday released a list of Chinese imports that could be subject to a 25 percent tariff, including electronics, shoes and furniture.
Trump is using his presidential powers to crack down on Chinese policies that he says have gutted U.S. industries, delivering on a promise he made during the 2016 campaign.
U.S. Trade Representative Robert Lighthizer conducted a Section 301 investigation that determined Beijing has unfairly forced American firms to turn over intellectual property and technology in order to do business in China.
Those concerns are widely shared among Washington politicians. But Republicans, and some Democrats, fear that imposing tariffs could spark a trade war that could stymie economic growth.
“Hopefully the president is just blowing off steam again but, if he’s even half-serious, this is nuts,” said Sen. Ben Sasse (R-Neb.), whose state exports billions of dollars in agricultural products to China. “He's threatening to light American agriculture on fire.”
Sen. Ben Sasse (R-Neb.)
Conservatives also worry the trade dispute could undercut their message to voters ahead of the November midterm elections that the GOP tax cuts have helped the economy.
China hit back against the U.S. on Wednesday, proposing 25 percent tariffs on imports of U.S. soybeans, corn, airplanes and automobiles — many of which are produced in states Trump won in 2016.
Trump took to Twitter on Wednesday to assert that the U.S. is "not in a trade war with China."
“We are not in a trade war with China, that war was lost many years ago by the foolish, or incompetent, people who represented the U.S. Now we have a Trade Deficit of $500 Billion a year, with Intellectual Property Theft of another $300 Billion. We cannot let this continue!” he wrote.
The U.S. had a trade deficit of $375 billion — not $500 billion — with China in 2017, according to the Commerce Department.

I think it's fascinating to watch how Trump keeps testing his power and discovering that there are very real limits to it. Before entering politics, he has probably had to deal mostly with two categories of people - yes men, and people he could bully. Whether he's bad at business or not, he has billions of dollars, and lawyers, and a private security force. He could certainly intimidate or bankrupt most people he didn't like.
So then he becomes President and thinks he now has much more power because he still has all the money, but is now also in charge of the world's largest economy and military. And then he discovers that the President's power is limited by design. With his travel ban, Trump discovered that the judicial branch doesn't work for him and can work against him. Then, as he discovered with Sessions and Mueller, even the executive branch can work against him, or at least not the way he'd like. Trump discovered that no, the Department of Justice isn't like having his own team of attorneys, and the FBI isn't the President's personal police force.
Then Trump, who apparently doesn't quite understand what a trade deficit is and how tariffs work, starts talking about tariffs left and right, feeling that it's him/the US throwing his weight around. Only for him to discover that no, the Chinese government cannot be easily intimidated, and can retaliate by introducing tariffs in kind.

The Trump organization is privately owned and run like a family business.
I've found that family businesses have no room for true meritocracy; they depend on kowtowing to the man at the top. Succession is not by rising through the ranks. It is by being related to the family.
If Trump was the CEO of a large publicly traded firm - like Rex Tillerson - he'd have a very different opinion on how decisions are made and how to build consensus.
But because he was the CEO of a family business, he still believes in those old-school ideas

Trump has neither the experience nor the capabilities to be the leader of a America. Doesn't mean that he wasn't voted in legitimately, it's just that people voted for the wrong guy. Decades of partisan politics have led many of the voters to disregard governance quality. They voted for the popular and loud man, and not the capable ones.
I seriously hope that we can recover from this poor showing and have people vote seriously the next time round.

Punishing China with tariffs for how they've been ripping off other countries unchecked for years is probably the only good thing Trump has done so far. It doesn't seem like he has an actual plan though, as he's attacking Europe and others at the same time. Makes no sense. But fighting back against unfair Chinese trade practises is a good thing. More countries should do this. Too bad Trump's all over the place and no one is going to ally with the US at this point.

I agree in theory that China is not the shining beacon of ethics and good faith it would be nice to have in a partner, but what's the point in trying to fight it now?
Globalization and outsourcing of manufacturing has made the consumption-happy western world critically dependent on Chinese business practices to feed their habits. Anything we do to "punish" them just turns around and bites us in the ass.
Tariffs against China seem like cutting off the nose to spite the face.

It has made our corporations fat and happy with record profits year after year, while real income and wage growth stagnates.
Deflation hasn't been a thing in the American economy for a very long time, which means most of the cost savings of outsourcing hasn't been passed on to American consumers.
Things aren't getting cheaper, just more profitable.
Worker productivity has risen sharply since 1970, while wages have remained mostly flat.
The U.S. still is a major manufacturing power, and still is the second largest manufacturing power in the world next to China in terms of raw output.
Can American factories pick up the slack? Or Germany, Japanese, and European factories?
Honestly I hope tariffs aren't the end goal here and instead the result is access to China's mostly closed economy.
I have worked at tech companies for years that basically have had our IP either stolen, or copied, by Chinese competitors. And generally we haven't been able to compete in China because we are not allowed to operate servers in China without partnering with a Chinese company, and giving all of our IP away to them.

My father has a frxd copy in his office of a PCB he designed from a Chinese manufacturer that stole and produced it. He knows it's his because he published a copyrighted version on a message board back in the 90's, and they didn't even try to change his design (the layout is an identical copy).
He wasn't ever going to try and market it - it was primarily for some hobbyist friends of his - but now someone's profiting off him and he gets nothing.
Don't get me wrong, I have zero love for the concessions we have to make to them. It's a time bomb for our society and there's zero discussion of how we wean ourselves off it before we become truly helpless. I'm not opposed to fighting the system, just skeptical that resistance without an end goal gets us anything.

I'm pretty sure the TPP was supposed to address that, it specifically cut out China and thus encouraged investment in other Asian countries. Let US businesses find other homes for manufacturing so economic separation would occur over time without shocking the market.
thedracle
Yeah, trashing the TPP was the wrong move, but I would rather see us trying to open more free trade with just South Korea, Japan, Australia, Mexico, and New Zealand.
Highly developed economies with high labor standards would put our manufactured goods on a more even playing field.
Also the UK would be a great opportunity for us now as a free trade partner.
Unfortunately our corporations have basically prevented the prospect of free trade with Europe because they're worried about the U.S. circumventing their agriculture and environmental regulations.

It's almost like the US should have stayed in the TPP, since it would have almost literally surrounded China with a trade bloc that makes up 40% of the world's economy and given the US enormous leverage to set the rules of the game.

It may be good from your perspective, but it's going to cause a fair amount of economic damage to the US. There are other ways to move against China. The TPP was supposed to be a start, it had a very large section on intellectual property and copyright. Of course, China wasn't party to the agreement. But the Pacific nations that signed the agreement would no longer be able to purchase China's counterfeit products without legal consequence. The TPP was, in many ways, the part of the USA's long game against China.

Despite the angsty screeching about how the US is actually really weak , the Chinese have kept quite a few countries out of its own domestic markets while being able to sell in the US, which is the largest consumer market in the world.
If anything, in a game of chicken, it’s the Chinese that would likely have to blx first because while the US would probably need to pay more for soybeans or whatever, the Chinese would face millions upon millions of unemployed men who were expecting anything but being that.

China's retaliation is putting tariffs on things like blue jeans. The blue jean market would then lose jobs because of a decrease in production since the Chinese will stop buying overpriced blue jeans.
Difference is china can quickly and easily substitute US jeans with Chinese jeans (probably even with the same branding). Whereas the US doesn't have the capacity to replace, say raw steel, in the short term, just meaning that prices rise.
And china has the big stick in that they could tax/ban chinese investment in the US and crater the economy as the financing disappears.
TheAluminumGuru
I don’t agree with this move, but I think the idea is probably to get leverage here for future trade negotiations rather than to be a permanent thing. I think the Trump administration is betting that a trade war would hurt China more than us (which is probably true), since China does not have enough domestic demand to make up for a big loss in exports. This part is not necessarily illogical.
Where it gets very illogical is the thinking that they can put the screws on China this way and then bring them to the table to agree to some long-term concessions, which would be per se better for America. This not only assumes that trade is a zero-sum game but also ignores the fact that China is stubborn as hell and essentially has a gigantic chip on its shoulder over getting pushed around by western countries.

Companies have to do what they must in order to be able to compete. This means cheap manufacturing. Deciding not to manufacture in China is not something that is possible in many many many industries. The Chinese know this and so they impose these laws and they even subsidize shipping to the US and European markets to significantly undercut all possible competitiors. They also actively engage in theft of information, whether its by planting a Chinese national in a company to leak secrets, by paying off employees, or though espionage. China CANNOT engage in unfair trade practices.

America is addicted to cheap, chinese made shit. We use it for a bit, then throw it away. We get it for cheaper than we should. Maybe now people will appreciate the things they buy a little more, and think twice before throwing them away only to replace them with a stylish upgrade.
SlayersBoners
This is the crux of the problem. The American general populace is addicted to cheap Chinese goods while the American corporations are addicted to cheap Chinese labours.

Based on what I know, I think the profit margin for the imported goods is usually multiple times higher than domestically produced goods (albeit higher quality). So the CEOs and other decision makers would prefer this way.
This is not specific to China. Wife complained about the India made Kitchenaid mixer had poor quality. The Indiana-made old mixer still works well after so many years.
Manufacturing outsourced to Asia is the result of capitalism. The pursue for profit is causing where we are today. If not China, it can be India or others.

If these tariffs actually go through and this isn't a bluff the effects are going to be enormous. Trump proposed 50b in tariffs earlier and China responded with a similar amount. The stock market and commodities tanked then started to come back as some inside the white house started walking back the tariffs saying they didn't think they would actually go into place because there were negotiations ongoing.
Still the drop in soybean prices for example, was enough to knock all profit from most US soybean farmers. Meaning they would just break even for the year if prices didn't recover. Soybeans are a major crop in the US and China is 60% of our exports. There is no telling how bad the damage is going to be if China proposes 100b in tariffs on us tomorrow. If you're a farmer I would be terrified right now. Trump's entire economic team should be resigning if this isn't a bluff. Gary Cohn resigned after the mostly symbolic tariffs trump originally enacted on steel and aluminum and this is 1000x worse.

Trump himself used Chinese steel in his buildings and has his clothes made in China. It’s Trump’s stupid blue collar base that doesn’t understand economics, trade policy and what trade deficits are. Nobody wins a trade war.

China isn’t paying these tariffs, the American consumer will pay these tariffs. This is another beautiful way to tax the poor, others include gasoline taxes, alcohol taxes, cigarette taxes.

As an outsider looking in, it looks awfully like your president is trying to distract from something. His efforts to provoke a real war on twitter petered out when NK started talking to people.
Now he's trying to do it with trade wars instead. Because that's got 'war' in it too.

I don't know if it's a distraction, but it is likely that the timing of this has something to do with the midterm elections coming up in a few months. The conventional wisdom seems to be that the Republicans are going to get slaughtered in November, and will probably lose control of the House of Representatives and maybe even the Senate too. Democratic voters are super energized right now as a result of being outraged by the current government, whereas the coalition that elected Trump in 2016 has been comparatively apathetic. "Getting tough on China" generally polls well in the U.S., especially among the white working-class portion of Trump's base, who are starting to get disappointed with Trump's lack of progress on getting much done on immigration or other legislative initiatives. He's probably hoping to use this to get these people excited to go out and vote again in the fall and hoping that he will be able to use this as an opportunity to frx Democrats as being weak, elitist, and out of touch for not supporting the tariffs.

I think Trump equates Tariffs to approval ratings, if you look at his approval ratings since he started down this tariff run, his approval ratings are up. So I can see Trump continuing to pursue economics theory that is populism and not in the best interest of the market.

The people enamored with the US trying to punish China for being a bad actor in international trade are completely ignorant to the fact that the US is the 2nd worst actor in international trade.
You know which country also performs a huge amount of dumping and has been ruled against by the WTO? The US.
Edit: in fact, there are 40 open WTO complaints against China currently. There are 137 open WTO complaints against the US.

What are the odds of a scandal arising not in the far future where Trump and his associates are found to have shorted all the big US stocks ahead of his "trade war".
Maybe it's all a rouse to make money
ItsOnlyaFewBucks
I am pretty sure Trump is short the market.

I'm not sure why people here and abroad act as if Trump is sane or competent. For many members of Trump's administration trying to minimize the damage from whatever comes out of that idiot's mouth is their full time job.

i think that for whatever reason americans dont understand about china isthat they are prideful people. to save face in front of the world they will let their people suffer and the people will accept it as a sacrifice they should make--for china. i dont think americas ready to do that.

Does anyone actually believe that a trade war with China helps the US in anyway?

Well, China will win and Trump will lose in the next election. It's win-win situation.
