China is the largest producer of electricity in the world. At 115 Quadrillion watts per year, China surpasses America who produces 100 Quadrillion watts per year. In comparison, India produces 15 Quadrillion watts per year for a population roughly the size of China.

China is the largest consumer in a range of commodities, chief among them is crude. China is the world’s largest consumer of crude. A title once held by America.

Short Answer: China is big, part of it is developed and part of it is not. But every nation has it developed and undeveloped parts. China is developed by my definition.

Because it makes China look bad when they compare metrics. How can a developing country be second in the world on GDP? I mean, China does IP theft, limits market access, and forces companies to JV with local companies. All are symptoms of a developing country. But, if you accept that, China would look OK. But the west thinks China is not OK, so call China a developed country, and it fits the line of thinking that China is bad, very bad.
