BEIJING/SHANGHAI (Reuters) - China hasoutlined plans to become a world-leader in artificial intelligence by 2025,laying down a challenge to U.S. dominance in the sector amid heightenedinternational tensions over military applications of the technology.

China released a national AI developmentplan late on Thursday, aiming to grow the country's core AI industries to over150 billion yuan ($22.15 billion) by 2020 and 400 billion yuan ($59.07 billion)by 2025, the State Council said.
中国在本周二放出了一份人工智能(AI)国家发展计划,旨在到2020年将本国的AI产值增加到1500亿元人民币,到2020年增加到400亿(590.7亿美元)人民币。
With this major push into AI, China islooking to rival U.S. market leaders such as Alphabet Inc's Google andMicrosoft Corp, as it is keen not to be left behind in a technology that isincreasingly key from smart cars to energy.

"The local and central government aresupporting this AI effort," said Rui Yong, chief technology officer at PCmaker Lenovo Group, speaking on the sidelines of an AI conference in Shanghaion Thursday.
"They see this trend coming and theywant to invest more."

Beijing's AI plan comes as the United Statesis poised to bolster its scrutiny of investments, including artificialintelligence, over fears that countries including China could access technologyof strategic military importance.
北京AI计划出台的时候正值美国加大投资审查力度之时,包括对人工智能领域的审查,以防止其他国家包括中国获取重要的军事技术。
China's State Council said the"situation with China on national security and international competitionis complex", which was part of the incentive for making a domestic AIpush.
中国国务院称:“中国的国家安全和国际竞争情况十分复杂,”这也是推进国内AI产业的部分原因。
"We must take initiative to firmlygrasp this new stage of development for artificial intelligence and create anew competitive edge," it said.

AI REVOLUTION
China's plan follows a similar national AIdevelopment plan released by the United States in October 2016.
美国同样也在2016年就发布了人工智能领域的发展计划。
The roadmap says China aims to catch up toglobal leaders by solving issues including a lack of high-end computer chips,software and trained personnel. Beijing would also play a bigger role viapolicy support and regulation.
China has already invested heavily in AI,while Chinese Premier Li Keqiang named it as a strategic technology in anannual report earlier this year.

In February, the country's powerful stateplanner opened an AI lab in partnership with Baidu Inc, the country's topsearch engine, which is making a major push in to AI.

Lenovo's Rui said official support for AIwas because it was seen as the latest "industrial revolution" akin tothe advent of the combustion engine, electricity or the Internet.

"They see the fourth industrialrevolution as coming, (and think) we better invest and support and build a verystrong ecosystem," said Rui.

Higher IQ because the education system isfocused on how to pass tests, not on how to expand thought and innovativethinking. Chinese students spend the majority of education about themethodology of test taking.... the equivalent of being an "educateddummy". Our educational system would be much more successful if wouldwould focus less on assigning children numbers based on standardization, andfocus more on facilitating the child's interests.

The problem is that many of those hi-techpeople currently work and make contribution to US AI are those Chinese studentstudied/trained in US. Without those students from China the US AI will fallmore behind.
