I assume you are talking aboutthe permanent members of the United Nations Security Council.
First and foremost, England isnot a permenant member of the United Nations Security Council. England is acountry within the United Kingdom of Great Britain and Northern Ireland. As theUnited Kingdom of Great Britain and Northern Ireland is a Sovereign State, ithas representation in the United Nations, whilst its constituent countries(England, Scotland, Wales and Northern Ireland) do not. Therefore, thepermenant seat on the UN Security Council is held not by England, but by theUK.
I think it is reasonable toassume that, without a shadow of a doubt, we can rule out the USA as the mostpeaceful member of the Security Council. The USA spends over double thecombined total of the other members on its armed forces every year, and hasbeen at war for roughly 95% of its few-century-long existence. The USA has aterrible habit of getting involved in any conflict it can, and has spent mostof the last century slaughtering civilians in order to overcome the “evilempire” of Communism. As of the present, the USA is busy destabilising theMiddle East in an ideological “war on terror”, despite funding terrorist groups(and arming them) via dealings with Saudi Arabia. The USA is also very closewith the state of Israel, which is highly militaristic (mandatory conscriptionfor all citizens comes to mind).
The existence of NATO means wecan essentially rule out the UK and France, as NATO nations pretty much followthe US lead on near enough all matters of international security. Just look atTony Blair blindly following Bush into Iraq or Theresa May's air strikes onSyria at Trump's behest. France and the UK are also major nuclear powers, whichoften is not indicative of a peaceful State.
Next we come to Russia, who canonce again be ruled out as the most peaceful member. Putin's recent moves,annexing Crimea through a military campaign which had seen trench warfarereturn to Europe, and having ex-spies attacked with chemical nerve agents halfthe world away, are not really the things you expect from a peaceful country.
So we come to China. Which is inno way peaceful. Citizens “disappeared” for exercising freedoms. Major policebrutality. A huge military. Rubbing shoulders with North Korea. Stillthreatening the independence of Taiwan on a daily basis. China is certainly notpeaceful.
So the basic conclusion is; noneof the permenant members of the UN Security Council are at all peaceful. Theyare all violent, warlike States that place their own ideologies above humanlife. Why do you think they're permenant members? Because they have the powerto make themselves so maybe?
