The cities that haven't exploded in population/are still mostly old tend to be extremely poor horrible places to live that nobody wants to live in. Even in the bigger cities it is only fairly recently that relatively large numbers of people have been able to afford to go out and have fun.

But yeah I know what you mean. Most cities of 1 million people in China have next to nothing beyond KTV restaurants and majiang in the park whereas my hometown of 300k people has a good 100 or so bands playing across the city every Friday/Saturday night literally hundreds if not thousands of bars and pubs a bunch of quality museums and historical sites scattered around the place etc etc. It really is no comparison in terms of nightlife and entertainment.

Tailgating in general. No one gives a fuck about sports here unless China is winning at something. Even those who like the NBA usually don't really watch they just have their favorite stars and casually pay attention. Even in podunk town USA you usually have a local sports team to go out and have fun watching and university sports to go party and enjoy the pubs and football action.
Also I really miss summer music festivals. China is so lame for music.

A 1 million sized city isn't mid sized. Shanghai is 20million so is Chongqing and Beijing not far behind. So 5 to 8 million would be mid sized. I mean huizhou a bedroom community of Shenzhen is 3 million.
Having said the above I would like to try to address the actual question. I travel around China on a weekly basis. I would say right now there is a quiet reformation going on to solve what you are talking about. All these chain restaurants and tea shops are spreading across the country. I can find a blue frog element fresh or wagas in pretty much every city I go to now. Maybe that is a bad example. I can definitely find a XiBei in every city I go to now and a HaidiLao and a CoCo.I didn't notice it so much 5 years ago but the last 2 years it is apparent. Something big is happening consumer wise in mid size cities around China.

Because they are all built around the same model of cramming as many people in mass housing and strictly centered around the idea of maximizing money output there is no room for things such as art scenes or subcultures because they don't generate fast money. Additionally China has no civil society no such thing as sharing ideas or debating on how to make things better everything is decided on a government level and they don't listen to the people. Not that said people have anything interesting to share anyway the smart bunch have moved to big cities or left China already what's remaining in medium sized cities are the poorly educated bunch.

You gotta look at density. Population density for Tier 3 and 4 cities isn't that of Tier 1 cities. As a result you don't get subways in all of them. Also keep in mind a lot of the activities that happens in cities like Shanghai is because of the large expat population.
Also keep in mind the urbanization of Chinese is relatively recent so that also has an effect where newer cities still lack a lot of development.
