No they allow people to live there. It’s just that they don’t.

However there is an interesting bit of Chinese land law. You cannot own land in China. You can only own land use rights. This turns out to create ghost cities because you cannot own empty land in China. If you have a land use right and you don’t build in a few years you lose that right and if the land becomes valuable in ten years you don’t have any rights to the land. It might be that in ten years the buildings are all old and you have to hire people to tear it down but then you do the calculation and you figure out that you are still out ahead.

I believe that you misunderstand about Chinese estate industries and recent political status.

First of all even though China still a socialist country and the government still states that it will dedicates to establish a communist society but the chinese people are not concentrate on revolution or other communist affairs they are focus on career advancement or earning money. The Party has announced that the main target of development is accelerating the economic development and improve people's live. The GDP has been the significant indictator of government performance. Therefore the China now is more like a capitalism country in the economy aspect. So even the government still don't allow the free land transaction in capital market( people cannot own the land just have the right of using) but people can decide the buying and useing of residence.

Back to this topic indeed there are several “ ghost city” in China especially in the new suburban areas of big cities. The basic facilities like museums hospitals schools and markets and numerous residence buildings has been built but just fewer live in there.
