Intel notified ALL their major customers first - Microsoft, Amazon, HP, etc., and yes Lenovo too, which used to be the PC arm of IBM but later sold to the Chinese. Why? Because they discovered that they were essentially selling a defective product to their major customers, and not notifying them immediately could get them sued. It’s the right thing to do. The standard business practice where you collaborate with your major customers by notifying them of a potentially major defect, and they can hold or slow down their production and wait for you to come up with a fix.

PS: According to the OP's logic, the Austrian researcher should have notified the Austrian government first, and then the EU Bureaucrats. Why should he have notified an American company first?! You see, other people are treating it as a technical matter for all people and did a favor to the American companies first. 
One really shouldn’t be taking other people’s favors in one hand, and then politicize it and use it to bash other people with the other hand.

Because they have an actual,business relationship with those customers, who have paid them a lot of money for goods which have a flaw. Basic business aphorism: “The Customer Is King”. It happens that some of those customers are Chinese companies.

Presumably, some of those customers sold systems to the US government. It is the business of those companies to pass on information about flaws in the systems they sold to their customer. You should be asking Dell, HP and so on why they did not pass on the warning they jad received. They had the business relationship,with the government.
