That can happen as long as the law takes such matters seriously. Women weird less power in society, especially poorer women, and it is easy to ignore them. Rape is not taken seriously because a lot of people think the women were to blame to get themselves in situations where rape became possible. If a woman is provocatively dressed the authorities feel she deserved it because 'respectable' women (by their definition, not mine), do not choose to appear that way. They think they were looking for some action and are now surprised someone raped them. We call that victim shaming here, and in India, it is normal to blame the victim of rape.

In terms of incidences of rape as a percentage of the population that's what the numbers say, but it also depends on reported rapes and I'm not sure how reliable it is.
India definitely has a serious problem with attitude to women , but also let's not pretend it's somehow an issue exclusive to India and feel all superior about it.

I'm far from a fan of Modi, but he hasn't been convicted in court of anything. His many and multifarious opponents have not been able to prove the charges against him. The dreadful "beef lynchings" are not a mere case of Hindus going out and beating a random Muslim to death for eating beef. It is vigilante justice against cow smuggling, which is a big and violent business in India that never gets mentioned. This is by no means any justification for lynchings of any kind.
