My understanding is that there are multiple inspections by authorities throughout the relevant phases of the construction process prior to installation. Multiple inspections during the movement of the structure and multiple inspections once it is in place. I also understand that it uses a system of cables to support the structure and those can only be installed once the structure is in place. The cables were apparently being adjusted and one of the cable towers still had to be installed when it collapsed.

So it's an engineering error. In the rush to claim it was put up in six hours so more contracts could be pursued they didn't bother to say it wasn't complete. The road should never have been open when they were stress testing it. Safety first. Multiple agencies, from the Miami Department of Transportation, to the School, to the manufacturer are liable. The millions of dollars that they are about to pay out to the victims family won't even touch the amount they should be paying out for their incompetence.
