BANGARMAU (UNNAO): Prem Ganj, a settlement of about 5,000 people, is living under the shadow of an unknown fear. Deep Chand (name changed), sobbing inconsolably, is an embodiment of that mortifying scare. In the past three months, 38 people from this locality of Bangarmau tehsil have been found HIV positive at screening camps in the past three months. The needle of suspicion is pointed towards a quack, Rajendra Yadav, who has been held.

Till a few months ago, Deep Chand was just like most men from Prem Ganj, working as a 'palledar' (loader) at the nearby grain market. But a few months ago, his body started saying 'no' to humongous sacks he would carry on his back to make a living. Continuous excruciating pain in the lower back took him to Yadav's Station Road clinic in Bangarmau, the destination for many in his neighbourhood needing cheap medical help. But relief eluded him. Last month, at a camp in Prem Ganj to screen HIV cases he, along with his wife and son, tested positive. Now, he has to report to Kanpur ART Centre, 50 km away, for regular check-up and medication which is free.

He also has four daughters. But fearing worst, he has not made them undergo the test. "I am not fit and don't earn like before. What will happen if they, too, are tested positive? Medicine is free, but I don't have money to take six people to Kanpur. I can't even afford the cost of copies and pencils," he vents his angst.

Deep Chand还有4个女儿。

最令人担心的是,4个女儿还没有接受检测。

他焦虑地叹道,我身体不好,赚的钱没以前多。要是她们也被检测出HIV呈阳性,怎么办?

治疗是免费的,但是我没有钱送6个人去坎普尔看病。

I have all sympathies for the man, but why have four children when you cannot afford good education and living for even one. And then out of financial crisis you have to go to people like "Dr. fixit". Something or the other was bound to come.

Govt has only two works. Law and order and Collect tax and spend it on ppl welfare. If Govt involved in other work like stage shows, jumla, Davos etc then this bound to happen. Listen Modi and Rahul both if you can.

It is our people instead of going to Government hospital, prefer to go to quack and medicine store for treatment. They operate, because of law is not strict. Local police and nearby hospital should take action to curb such practice. It is a general mind set that we violate law and principle and claim compensation from government.

We cannot blame the villagers. I was borne in a remote village of 200 population in Karnataka six decades ago. There was a primary health center and veternery hospital with five kilometer radius. The RMP doctor stayed with his family in adjucent quarter to his clinic. He was paid by govt. The health care worker, the nurse used to visit every pregnent lady, check her and distribute folic acid tablets. The health center had four beds which were always full. DDT was sprayed regularly to prevent malaria and pottassium permangnate tabs were put in wells during mansoon to prevent infections. The hospitals in Taluk center is big, and free. Even today people line up for treatment. When a friend of mine was transferred from Patna, had seen large ESI hospitals in Bengaluru for the first time, said to me, "The ESI hospitals in Bihar are run by a person sitting with a chair and table under a tree"
Therefore, if state govts have not established the infrastructure for health care of common man, we can only blame the number of PMs who represented Uttar Pradesh.

不能怪村民啊

60年前,我出生在卡纳塔克邦一个只有200人的边远乡村。

村里有一个诊所,5公里外有一家医院。

诊所的医生是政服请的。

谁家要是快生孩子了,医疗工作者和护士就会上门,帮忙检查身体.

诊所有4张病床,一直都是满员的。

为了防止疟疾的发生,会定期喷洒DDT

塔卢克医院挺大的,免费看病。

直至今天,人们仍然排队去看病。
